The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-19-G-0029 to Sikorsky Aircraft Corporation (Sikorsky) on an other than full and open competition basis. The contract will be to procure Sikorsky Ground Based Application (SGBA) /Maintenance Data Interface (MDI) Coverity Scanning, Mitigation and Functional Qualification Tests in support of the VH-92A Presidential Helicopter Program. Sikorsky as the Original Equipment Manufacturer (OEM) of the SGBA and MDI Software is the only known source with the knowledge, experience, expertise, and necessary proprietary data required to perform this effort. No other firm possesses the required proprietary data and expertise on this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements". THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There is no commitment by the Government to issue a solicitation, make an award or be responsible for any money expended by interested parties before award of a contract for the effort described above.
