The F-35 Lightning II Joint Program Office intends to issue a cost-plus fixed fee order under Basic Ordering Agreement N00019-16-G-0002 on a sole source basis to United Technologies Corporation, Pratt & Whitney Military Engines, East Hartford, CT to support Phase I planning and Phase 1A execution of the F-35 JPO Government and Contracted-Support Services (CSS) inventory of 100% Plant Inventory and Support Equipment located at Pratt & Whitney Middletown, Orlando, East Hartford, Indianapolis, and West Palm Beach locations. Contract award is anticipated for the fourth quarter of fiscal year 2019. This order supports the F-35 U.S. Services. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government.
