This is an amendment to notice N00019-18-RFPREQ-PMA-274-0148 for a delivery order under Basic Ordering Agreement (BOA) N00019-19-G-0029 to Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company on an other than full and open competition basis for procurement analysis and support of the VH-92A™ Shipboard Integration. This amendment is to clarify that the effort will include the required test instrumentation to support the FAA airworthiness certificate. The VH-92A™ utilizes the Sikorsky S-92A airframe, which was commercially designed and developed. As such, Sikorsky is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this analysis effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements".
