The Naval Air Systems Command (NAVAIR), PMA-271 (Airborne Strategic Command, Control and Communications) Program Office intends to issue a Delivery Order (DO) under Basic Ordering Agreement (BOA) N68335-16-G-0008 with Teledyne Technologies on an 'other thatn full and open' competitive basis for the development, modification, testing, correction, and accreditation of software deficiencies within the E-6B Aircraft Condition Monitoring System (ACMS) Crash Survivable Flight Incident Recorder System (CSFIRS) Phase 2 software. The effort shall include, but is not limited to, the modification of the current CSFIR software for all versions of the E-6B ACMS applications including Individual Aircraft Tracking System (IATS), Engine Performance Tracking, Maintenance Monitoring, and Military Flight Operations Quality Assurance (MFOQA). Teledyne is the only contractor with the necessary technical data and software programming code to perform this effort for the E-6B aircraft. This intended procurement will be processed pursuant to the authority of 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consisder all information received by 08 March 2019, 1600 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
