The Naval Air Systems Command (NAVAIR) Tactical Aircraft Program Office (PMA-265) intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) Delivery Order (DO) to Raytheon, against Basic Ordering Agreement (BOA) N00019-15-G-0003. The anticipated contract will be for 36 months. Contract award is anticipated for second quarter of calendar year 2019. This order is to provide a ALE-50 T-3F Countermeasure Decoy Dispensing Set (CMDDS). This delivery order is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Raytheon is the sole designer, developer and manufacturer of the ALE-50 T-3F Countermeasure Decoy Dispensing Set (CMDDS) and has past history in designing, developing, and modifying a variety CMDDS. Raytheon developed ALE-50 T-3F Countermeasure Decoy Dispensing Set (CMDDS) at their own expense, so the Government has restricted rights to the Drawings. Raytheon also controls the required Special Test Equipment for Fiber Optic Testing required for Final Acceptance Testing. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
