The Naval Air Systems Command (NAVAIR) intends to award a contract to Orbital Sciences Corporation (Orbital), 3380 South Price Road, Chandler, Arizona, 85248, on an other than full and open basis procuring: three (3) Target Support Test Sets (TSTSs); three (3) Ultra High Frequency (UHF) test racks (P/N: 1030-9514-001); one (1) electrical gang box (P/N: SK111366); one (1) mechanical gang box (P/N: SK111367); one (1) miscellaneous support equipment gang box (P/N: SK111369); Fifteen (15) fwd antenna closeouts (P/N: 1030-9801-001); ten (10) aft antenna closeouts (P/N: 1030-9802-001); twenty-eight (28) Joint Advanced Missile Instrumentation (JTIM) hardware kits (P/N: 1030-9984-002); modifications to update three (3) legacy gang boxes and one (1) tool box to the current configuration (P/N: SK111366, SK111367, SK111369, SK111368); and technical and administrative data. The planned contract is anticipated to have final delivery of the supplies in December 2021. A Sources Sought Waiver has been executed pursuant to DFARS 206.302-1(d) and PGI 206.302. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Orbital is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. This synopsis is published for information purposes only. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. A determination by the Government not to compete this planned contract is solely within the discretion of the Government.
