The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source, Delivery Order under Basic Ordering Agreement (BOA) N00019-16-G-0015 to Orbital Sciences Corporation (Orbital), 3380 South Price Road, Chandler, AZ for the procurement of Hebrides Site Stand-Up as a GQM-163A launch site. This effort will include Site Activation Support to include, but is not limited to site planning and integration, site readiness review, target preparation, and a Combined Systems Test (CST) verifying target integration with Range systems to demonstrate Range readiness to support GQM-163A launch operations; Support Equipment (see below); and associated travel. The period of performance will be approximately one (1) year. Support Equipment to include, but is not limited to: (a) one (1) electrical gang box (P/N: SK111366); (b) one (1) mechanical gang box (P/N: SK111367); (c) one (1) tool box (P/N: SK111368); (d) one (1) miscellaneous support equipment (P/N: SK111369); (e) two (2) Ducted Rocket (DR) carts (P/N: 1030-4025-002); (f) two (2) FWD Lift Rings (P/N: 1030-4015-001); (g) two (2) AFT Lift Rings (P/N: 1030-4011-001); (h) two (2) V-Band (P/N: 1030-4014-001); (i) one (1) Lift Beam (P/N: 1030-4013-001); (j) one (1) Counter Weight (P/N: 1030-4069-001); (k) one (1) Counter Weight (P/N: 1030-4069-002); (l) one (1) Counter Weight (P/N: 1030-4069-003); (m) one (1) Lifting Beam Adapt, FWD (P/N: 1030-4066-002); (n) one (1) Lifting Beam Adapt, AFT (P/N: 1030-4067-002); (o) two (2) Target Support Test Sets (TSTSs) (P/N: 1030-9500-003); (p) two (2) Ultra High Frequency (UHF) test racks (P/N: 1030-9514-001); (q) two (2) Orbital Front End Subsystem (OFES) Cart Assembly (P/N: 1030-4300-001); (r) one (1) Lifting Fixture FWD, OFES (P/N: 1030-9912-002); (s) one (1) Lifting Fixture AFT, OFES (P/N: 1030-9911-001). The GQM-163A surface launched aerial target system emulates the anti-ship cruise missile in support of weapon system test and evaluation. The anticipated contract will fulfill the needs of the U.S. Navy. GENERAL INFORMATION: Orbital is the sole designer, developer, and manufacturer of the GQM-163A Coyote aerial target. As the sole integrator of their systems, Orbital is the only contractor with requisite knowledge, experience, proprietary data rights to meet the Government's requirements for the GQM-163A SSST systems.
