The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award contract actions during a five (5) year ordering period to Rolls Royce Defense Service Inc. CAGE:63005, 2001 South Tibbs Avenue, IN, Indianapolis, 46241-4812, for efforts associated with the procurement of engine repair/overhead and upgrade, engine kits in support of training, sustaining engineering, software support, and integreat logistics support to maintain the M250-C47E and 250-C20W MQ-8 Fire Scout engines. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Rolls-Royce is the Original Equipment Manufacturer (OEM) of the MQ-8 Fire Scout System engines and as the sole designer, developer, and manufacturer, Rolls-Royce is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the MQ-8 Fire Scout. The Government does not have, and the Contractor is unwilling to sell, data rights to support competition for the supplies and services described above. As a result, only Rolls-Royce has the technical data, unique engineering support experience, and detailed knowledge of MQ-8 Fire Scout System's engines to meet the USN's requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
