The F-35 Lightning II Joint Program Office intends to issue three orders under Basic Ordering Agreement N00019-17-G-0005 on a sole source basis to United Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT in support of the F135 Component Improvement Program (CIP). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. United Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The BOA Orders are anticipated to be awarded during the third quarter of fiscal year 2019 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners and Foreign Military Sales. This notice of intent is neither a request for proposal nor a solicitation of offers. Based upon any responses to this notice, the Government reserves the right to process this procurement action on a sole source basis.
