The Naval Air Systems Command intends to solicit and negotiate a Fixed Price Incentive, sole source contract with the Boeing Company, for the procurement of seven (7) EA-18G aircraft and associated Airborne Electronic Attack (AEA) kits and five (5) F/A-18E aircraft in FY16. The Naval Air Systems Command intends to solicit and negotiate a Fixed Price Incentive, sole source contract with the Boeing Company, for the procurement of seven (7) EA-18G aircraft and associated Airborne Electronic Attack (AEA) kits and five (5) F/A-18E aircraft in FY16. There are also potential requirements of up to sixteen (16) F/A-18E/F aircraft in FY17 and up to fourteen (14) F/A-18E/F aircraft in FY18. These sole source procurements will also include Ancillary Mission Equipment, and technical data. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required. All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
