The Naval Air Systems Command (NAVAIR) Patuxent River, MD anticipates issuing an order for the procurement of five (5) test stations which will support the H-1W, AH-1Z, and UH-1Y aircraft. These Test Stations will test the functions and interfaces of the Aircraft Wiring and Integration Remote Terminal (AWIRT), Cockpit Wiring and Integration Remote Terminal (CWIRT) and the Flight Control Computer (FCC) for the H-1 Aircraft. A firm fixed price order under a Basic Ordering Agreement is being contemplated, which will be funded with FY18 funds. This action will be negotiated and awarded on a sole source basis with Bell Helicopter Textron, Inc. (BHTI), Texas, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". BHTI is the only qualified source which possesses the detailed knowledge of the H-1 aircraft and components to provide the test stations in a timely and cost effective manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
