The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, firm fixed price contract to The Harris Corporation (Harris), Clifton NJ to perform upgrades to AN/ALQ-165 Airborne Self-Protection Jammer (ASPJ) Test Equipment in support of Foreign Military Sales (FMS) customers. The contract will consist of one base period. This effort is being awarded on a sole source basis to Harris in accordance with FAR 6.302-1 because Harris the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit a competitive procurement. This synopsis is for informational purposes only.
