The F-35 Lightning II Joint Program Office intends to issue an order under Basic Ordering Agreement N00019-16-G-0002 on a sole source basis to United Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT to study the effects of increased Bleed Air to engine component life in support of the F135 Propulsion System. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. United Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The BOA Order is anticipated to be awarded by fourth quarter of fiscal year 2020 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners and Foreign Military Sales. This notice of intent is neither a request for proposal nor a solicitation of offers. Based upon any responses to this notice, the Government reserves the right to process this procurement action on a sole source basis.
