The F-35 Lightning II Joint Program Office intends to issue an order under Basic Ordering Agreement N00019-16-G-0002 on a sole source basis to United Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT to conduct a study assessing engine performance to support an operational analysis of the Block 4 aircraft for increased performance improvements for all three F-35 variants. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. United Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The BOA Order award is anticipated in the 4th quarter of FY20 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government reserves the right to process this procurement action on a sole source basis.
