The Office of Naval Intelligence (ONI) has a requirement for self-paced, web training for a maximum of fifty (50) personnel. The training will focus on cloud design, adoption, development, and implementation training. This Request for Quotation (RFQ) and subsequent order is set-aside for small business. This request is for one base year and two (2) one-year option years. The Statement of Work (SOW) is attached for more information. The government will award a single purchase order to the responsible offeror whose offer conforms to the requirements as stated in the solicitation and is most advantageous to the government based on best value. The award will be a firm fixed priced order only to an offeror whose technical quote establishes that it can meet the needs of the Government and is the best value to the Government. The Government reserves the right to award this contract without discussions. Clarifications may be required. Clarifications are limited exchanges, between the Government and Offerors that may occur when award without discussions is contemplated. In such case, clarifications will not be considered discussions or negotiations. Among offerors in this category, the Government considers technical to be more important than price in value. The proposed price must be considered reasonable and must reflect the proposed technical approach. The Government will evaluate quotes first from a technical standpoint without regard to proposed prices. The Government may award a contract to other than the lowest priced offeror. If two or more offers are considered technically equivalent, price with past performance from the government PPIRS system may become of primary importance in determining the proposal most advantageous to the Government. The Government will evaluate the total price, inclusive of the options. Priced options will be included in the contract award. Partial quotes will be deemed unresponsive and will not be evaluated.
