The Office of Naval Intelligence (ONI) is transitioning Characteristics and Performance (C&P) production from the obsolete Sun Microsystems-homed relational database to a Commercial Cloud Services (C2S)-homed Graph Database oriented commercial technology software stack. ONI Repository for Characterizations of the Adversary (ORCA) will be accessible to customers via micro-services similar to a desktop, web/browser, or smartphone applications. ORCA will establish a NAVINTEL Cloud Ecosystem across UNCLASSIFIED (NIPRNET), SECRET (SIPRNET), and TOP SECRET (JWICS) domains. ORCA is a software solution that leverages available cloud computer services, local servers, and eventually utilize High-Performance Compute (HPC) in the Secret Defense Research Engineering Network (SDREN). ORCA must be able to operate in any hardware environment in which is introduced: from an Amazon Web Service (AWS) Virtual Private Cloud (VPC) in the cloud or as software plug-in inside a tactical, ISR system or sensor ATO boundary that is in, under, or over the water in the maritime environment.
