The Office of Naval Research (ONR) intends to issue a firm fixed price award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 19 March 2022 to Biomedical Research Alliance of New York (BRANY), LLC. The period of performance will be one (1) twelve (12) month base with four (4), twelve (12) month options periods. The prospective contractor shall provide a web based research ethics education to all Department of Navy (DON) commands engaged in or supporting human subject research specifically addressing Human Research Protection ethics requirements under Federal regulations, Department of Defense (DoD) directives and DON policies. ONR intends to award this requirement as a sole source to BRANY, LLC. BRANY is currently performing this requirement under contract N00014-20-C-4005 via its Collaborative Institutional Training Initiative (CITI) Program. The CITI training is proprietary in nature and BRANY is the only organization to carry out this work. The North American Industry Classification System (NAICS) code for this requirement is 611430 with the size standard of $11 Million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
