License maintenance, licenses, and support services will allow for the continued operatio... The government intends to award a contract with firm-fixed-price line items to Unison Software, Inc. (Unison). License maintenance, licenses, and support services will allow for the continued operation and upgrades to the currently deployed UA software and modules. The support personnel assigned under this action will provide on-site assistance with configuration and user issues will coordinate testing, training, and updated documentation for the deployment and operation of ONR’s UA system. Optional tasks, if exercised, will include migrating the current ONR UA System to Navy Cloud Hosting facility, data migration, and preparation for Navy Electronic Procurement System (ePS). The statutory authority permitting other than full and open competition is 10 U.S.C. § 2304(c)(1) as implemented by FAR 6.302-1 -- Only one responsible source and no other supplies or services will satisfy agency requirements.
