The National Geospatial-Intelligence Agency (NGA), Office of Contract Services, is extending the Systems Engineering and Integration for National System for Geospatial-Intelligence (SEIN) contracts HM0285-14-C-N001, HM0285-14-C-N002, HM0285-14-C-N003, and HM0285-14-C-N004 by means of other than full and open competition. A Justification for Other than Full and Open Competition extends the SEIN suite of contracts pursuant to 10 U.S.C. 2304(d)(1)(B), as implemented in FAR 6.302-1(a)(2)(iii) cited at FAR 6.302-1(a), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in an unacceptable delay in fulling the agency’s mission requirements. As a result of the COVID-19 pandemic, NGA and Industry are experiencing delays in awards and requirements transition to the competitively awarded NGA Systems Engineering Support (NSES) suite of contracts. This justification extends the four SEIN contracts by 3 months (8/09/2020-11/8/2020) with one 3 month option period (11/9/2020-2/8/2021). This requirement is to ensure that there is not a break in service which will impact NGA's mission during the protest process of the follow-on contract. The dollar value of this action $18,442,125. This notice is not a solicitation for firms to submit proposals.
