NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research. Any information submitted by respondents to this sources sought notice is provided voluntarily. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose and should refrain from providing proprietary information in the response. 1. INTRODUCTION: ARFL/RVKY contracting office at Kirtland AFB is seeking sources to provide mobile diagnostic platforms for observations of a sounding rocket experiment in February 2021. AFRL/RVKY is seeking either air or sea transport to an observation location approximately 500 nautical miles east of Florida for this observation. Observations by aircraft will require remaining 2-3 hours on station the day before, day of, and day after the launch. For seagoing assets, the launch window will require remaining at this location for up to 5 days with the possibility of an additional 4-5 days. Installation of observation equipment will also be required and applicable regulations adhered to as well. Instruments to be deployed on the mobile platforms will be government furnished equipment (GFE), and the government will be responsible for transporting the GFE to the ship or aircraft, installing, operating, and removing it. Detailed requirements for sea or air transportation and sensor integration can be found in the specifications section below. AFRL/RVKY contracting office anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 532411, PSC V129, size standard $35,000,000 annual revenue. Please also note the revised rules regarding use of prohibited telecommunications equipment contained in Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232). 2. INSTRUCTIONS: All businesses capable of fulfilling this requirement by providing either ship transport or aircraft transport are invited to respond electronically. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 532411, size standard $35,000,000 annual revenue. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capability is limited to 10 pages and should demonstrate the ability to provide the required service as detailed in the specifications below as well as an initial estimate of the cost. 3. In port staging time needed: estimate 1-2 days Open deck area shall be sufficient to accommodate antennas. First preference is to use any crane the ship has to lift the antenna and avoid the need for deploying a tower. Otherwise, the sounder antenna tower should be deployed on deck while in port. Some of the other equipment could potentially be deployed or installed while under way. b. Ship Furnished Capabilities for gear handling or electronics If the ship has a crane it could potentially serve as the tower and just lift the antenna wires to the right height. Otherwise, we have various antenna types from 10’ sections bolted together to crank-up towers or long poles. None of these need cranes. Electronics can be set up in any kind of air conditioned space. Empty crew berths would work. c. On-site Maneuvers Ship may be required to navigate with certain course headings, moderate speeds, or loiter/racetrack patterns within the routine capabilities of the vessel during the core experiment time to optimize measurements. d. Location Vessel may be overflown by the rocket or may be required to operate in keep-out zones during the launch, but only with prior approval of NASA Wallops Flight Facility Range Safety Manager that it is safe to do so.
