Description of Service: The contractor shall provide all personnel, equipment, tools, material, supervision, and other items and services necessary to perform inspection, preventative maintenance and repair, as specified within this statement of work, on the following equipment on Nellis AFB, NV. • 14 Delta DSC501 hydraulic barricades and associated hydraulic equipment and electrical control systems at the Hollywood and Range Rd gates. 2. Preventative Maintenance: Contractor shall, in accordance with the equipment manufacturer's most current technical literature, inspect, test, adjust and service as necessary to maintain the equipment in normal operating condition as the manufacturer intended. Servicing intervals shall be quarterly and yearly as specified in the attached bid schedule. The manufacturer's monthly inspection criteria will be used for the quarterly inspections. Annual inspections will conform to the manufacturer's annual recommendations. During scheduled servicing, any repairs found to be necessary to maintain proper operation shall be quoted and approved prior to any repair work. 3. Maintenance Reports: Contractor shall submit a complete maintenance report for each gate location within 5 duty days after all scheduled maintenance for that cycle is completed (for example, a quarterly inspection). This report should include any findings that require repairs. A report format shall be submitted to the COR for approval prior to the first inspection. 4. Repair Calls: Contractor shall accomplish any troubleshooting or repairs requested by the government. A COR representative must request and authorize all repairs. No other people may authorize work. The COR may request a quote prior to any repair. Contractor must be prepared to handle occasional emergency calls 24 hours a day, 365 days a year and shall provide contact individuals with phone numbers. Contractor shall, if required by COR, respond to emergency calls within 24 hours. Emergencies will be worked 8 hours daily until complete or made safe to COR's satisfaction or stopped for lack of parts. Contractor must respond to all other callouts within 8 duty hours and must be completed as expeditiously as possible. Contractor shall make the defective system safe in cases when repairs may take an extended period due to parts procurement or other reasonable delay Repairs may be paid for by Government Purchase Card (VISA) or be invoiced in Wide Area Workflow (WAWF) to be paid under the repair line item of this contract. The COR will make this choice. Contractor shall submit a complete repair report for each repair within 5 duty days after completion. 5. Painting Barriers: Repainting barriers will be accomplished at the discretion of the COR but generally it will be done once a year. Materials used for repainting or retaping shall be a high commercial grade and Statement of Work Maintenance and Repair of Security Barriers Page 2 of 4 3/29/2019 designed for the substrate it is applied to and the wear and tear it will be subjected to. Proper substrate preparation shall be accomplished as recommended by the paint manufacturer. This may include stripping excessive buildup and priming to prevent paint or tape failure. All work shall be accomplished in a workmanlike manner based on standard commercial practices. 6. Site Visit: All equipment has been routinely maintained and is in good operating condition. Contractors are encouraged to inspect the equipment before bidding. Equipment shall not be rejected if it operates correctly and needs only minor maintenance. The government will identify any significant problems it is aware of at the time of solicitation. Upon completion of the examination, the contractor must notify the Contracting Officer, in writing, of any equipment not acceptable for annual maintenance. Contractor must state the reasons for the rejection and repairs needed to bring the equipment to an acceptable condition. The Contracting Officer shall then select appropriate disposition of needed repairs. There will be no cost to the government for maintenance on rejected equipment until such time that it is accepted by the contractor. Failure to notify the Contracting Officer within seven (7) working days after examination date shall constitute acceptance by the contractor of all equipment listed on the purchase order. 7. Work Scheduling and Coordination: Contractor shall not service barriers in a manner that completely denies entrance or egress to any Nellis Air Force Base gate without prior coordination and authorization through the COR. Slow entry into the area, restricted movement to and from the barriers and occasional work stoppages must be expected. Lanes will be properly coned off during all servicing in such a way as to allow at least one lane of traffic flow in each direction. On two lane entries, one lane of traffic will be open for alternating traffic flow. Usually, with coordination, base Law Enforcement personnel will assist with traffic control on two lane gates. The Government will prescribe the sequence of barrier maintenance and will make an effort to allow the contractor reasonable access to the work area. Routine work shall be accomplished on normal duty days on all gates as identified in paragraph 8. Because traffic is reduced and some gates are closed, the contractor may choose to, at no additional cost, work weekends or Holidays with prior permission from the COR. Emergency repairs to any barrier may be worked at any time with the approval of the COR. 8. Duty Hours: Normal duty hours are 7AM to 4PM Monday thru Friday except Federal holidays. See exception in heading titled Work Scheduling and Coordination. 9. Warranty of Work: Contractor shall warranty any replacement or refurbished parts and equipment and workmanship for a period of one year from the date of acceptance. Contractor shall, at no cost to the government, promptly furnish and install replacement parts and correct defects in workmanship upon receipt of notice from the CO concerning failure of any repair, or part, during the guarantee period. Locations: The work sites are located on Nellis Air Force Base, NV, at the Range Road gate and Hollywood gate. 11. Schedule: The first inspection of the contract year will be the annual and accomplished in the contract start month. A quarterly will follow every 3 months. The COR may adjust the maintenance schedule if circumstances warrant. Coordination of any work shall first be made with the COR. Contractor shall be provided a list of government representatives authorized to schedule preventative maintenance visits and accept services. This list shall also serve as a list of government representative authorized to initiate emergency requests for service. 12. Site Protection: Contractor shall replace or repair all existing adjacent finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged or removed to perform the work. 13. Disposal: Debris, rubbish and petroleum products shall be disposed of off base in compliance with Federal, State and local disposal regulations. 14. Security: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Government installation, shall abide by all security regulations of the installation. The contractor shall obtain from the Government a DBIDS ID card. COR will arrange for this identification. When any employee no longer works for the contractor at the installation, the contract manager shall return any Government-furnished identification to the Government. These passes are at no cost to the contractor. Use of photographic equipment is forbidden without express consent of the Contracting Officer. 15. Submittals: Contractor shall submit to the COR the barrier manufacturer's recommended maintenance standards for monthly and annual maintenance within 14 days of contract award. Barriers are fully operational. 2 Work begins and completes in the scheduled month. 100% of maintenance items complete. Repair Service Calls. Repairs are made in a timely manner. COR is informed of expected repair time. Response and repair is made within the specified time. 4 Response to service calls are timely 100% of the time. Repair work continuous during duty hours. Emergencies at least 8 hours every day until complete. Submit Maintenance and Repair Reports. Accurate reports are delivered within five duty days after completion. 3, 4, 5 95% of all reports are timely and accurate. SURVEILLANCE: The government COR will evaluate the performance objectives through periodic inspections during each service quarter and after repairs. STANDARD: The contractor shall perform all work required in a satisfactory manner in accordance with the appropriate PWS paragraph. The COR shall not consider the services complete until all deficiencies have been corrected. PROCEDURES: The government COR will inspect all performance objectives at least quarterly to ensure contractor compliance with the appropriate paragraphs of the Statement of Work. Work Statement (SOW). Record results of inspection, noting the date and time of inspection. If inspection indicates unacceptable performance, notify the contract manager or the contractor's Quality Control Monitor (QCM) of the deficiencies for correction. The Contractor shall be given two hours after notification to correct the unacceptable performance or the COR may approve additional time if the COR considers additional time appropriate. If deficiencies are not corrected within the required time frame the COR should notify the Contracting Officer for action. CERTIFICATION/ACCEPTANCE OF SERVICES: The COR will certify receipt of acceptable contractor services after each scheduled inspection and after each repair. The COR will certify that acceptable services were received, in accordance with the terms and conditions of the contract. The COR will certify receipt of contractor services via the Wide Area Workflow (WAWF) website.
