This Sources Sought is one the elements of our Market Research, and it will be used to determine the acquisition approach. This Sources Sought Notice does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). The Government may use the information obtained from responses to this notice in determining its acquisition approach, but the issuance of this notice does not restrict the Government’s acquisition approach. Interested firms must also state if they are the prime contractor or subcontractor. The subcontracting information is very important because it will assist the Government, if needed, to determine subcontracting goals. The capabilities package should describe relevant contract experience offered to the Government and commercial customers. Requirement Description: Langley Air Force Base is seeking contractor firms qualified to install an approximate 500 square foot passive solar hot water system on the southern facing metal roof of Langley’s 73,000 square foot Shellbank Gymnasium. The desired system is to be flush mounted on the metal roof of the two story gymnasium, directly above the mechanical room. A copper evacuated tube, indirect circulation system, with heat transfer fluid rather than water is desired for protection during freezing temperatures. Interested contractor firms with expertise in heating and solar energy are asked to identify themselves and interest in the project. Firms should describe their previous experience with at least two commercial or business size passive solar hot water heating projects; residential-only installations will not qualify. Alternatively, Heating and HVAC firms with an in-house design team will be considered, provide the firm regularly supports commercial and industrial heating system installations; and would be willing to obtain training for their design engineer/project superintendent for the installation of commercial-scale solar hot water heating systems. Project description and need: The gymnasium is comprised of a basketball arena, extensive weight and aerobic training facilities, half-olympic size pool, indoor track, and 50 individual showers. Approximately 400 to 750 showers are taken daily. The current 15-year old natural gas fired hot water heating system is comprised of two oversized boilers. One boiler supports the changing room showers, clothes washing, and building heating during moderate spring and autumn temperatures. Originally, the second boiler only supported the heating of the swimming pool. Heating of the swimming pool is conducted approximately once a week. The current boilers are alternated during the summer months to extend their useful life. Both boilers are operated in December and January when colder temperatures and increased gymnasium use requires the use of both boilers. The proposed solar hot water heating system is intended to supplement the existing hot water boilers which will be retained. The projected energy savings from the passive solar hot water system will be accomplished by enabling at least one of the boilers to be shut down automatically by the base’s energy management control system during sunlight hours. The new solar hot water system will provide water heating for shower and clothes washing during the summer months and reduce or eliminate the need for simultaneous use of the two boilers to provide heating during the winter. The project will support the Air Force mission, reduce energy consumption and maintenance costs, and improve energy efficiency.
