The work under this project consists of providing a Main-Tie-Tie-Main switchgear for Facility 23. The new switchgear is to be connected to the existing 2500kVA transformers, generators, and the existing Uninterruptable Power Supply (UPS) A1 & B1 in Room 10. The new switchgear will also supply power to the existing 2000 amp switchgear that will be existing to remain for non-critical loads. The existing generators and generator shelter will be relocated to a proposed location and reconnected to the new switchgear. A new fuel tank will be installed and be connected to the generators. All work is to be completed according to specifications and drawings provided. IAW FAR 35.204 (g) The projected magnitude of this effort is between $5,000,000 and $10,000,000. -Amendment 01- The purpose of this amendment is to incorporate the change specifications and requirements to the effort. 1. The government is changing the requirement for all low voltage switchgear enclosures from NEMA 3X to NEMA 3R. The following clarifies which documents are affected and where the change should be noted: - MUHJ 15-4072_LAFB FAC 23 Switchgear_IFC Final Specifications. Section 26 23 00 Low Voltage Switchgear Paragraph 2.2.2.1 (a), (b) and (d) shall now read: a. Enclosure: outdoor NEMA ICS 6 Type 3R galvanized steel. b. Bases, frames and channels of enclosure: corrosion resistant and fabricated of ASTM A240/A240M type 304 or 304L stainless steel or galvanized steel. d. Paint color: ASTM D1535 Langley Brown No. 61 or No. 49 over rust inhibitor. - MUHJ 15-4072_LAFB FAC 23 Switchgear_IFC Final 23 Draning (1) Sheet EP101 Site Plan-Electrical Construction shall now read: Note #3: PROVIDE A MAIN-TIE-TIE MAIN DISTRIBUTION SWITCHGEAR IN A WALK-IN NEMA 3R RATED ENCLOSURE. PROVIDE ENCLOSURE WITH INTEGRAL CRANE SYSTEM AND REMOVABLE PANEL IN FLOOR FOR ACCESS TO EXISTING ELECTRICAL MANHOLE. Note #13: PROVIDE A 3000AMP, MCB 480Y/277V 3 PHASE 4 WIRE UTILITY DISTERIBUTION PANEL (UDP) WITH A NEMA 3R RATED ENCLOSURE. 2. Bid due date will be extended 14 calendar day from 13 July 2020 to 27 July 2020. Additional questions will be accepted through 15 July 2020 no later than 1500 EST. The following questions and answers shall be incorporated into the solicitation. a. Question: Platform framing plans for MV Switch and transformers along with detail A1/S-301 indicate there are not to be any stairs/platforms for this equipment. Please confirm if this equipment is to be installed on top of an elevated concrete base with no stairs/platforms. Answer: Stairs and platforms are not included for the switch and transformer. b. Question: Is this solicitation Lowest Price Technically Acceptable? Answer: Award will be made to that responsible bidder whose bid, conforming to the invitation for bid, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. c. Question: Section 2.4.1.1 indicates entire tank assembly must conform to UL 142 and section 2.4.1.2 indicates entire tank assembly must conform to UL 2085. Please confirm if the tank is to conform to standard above ground UL 142 or protected above ground UL 2085 listing. Answer: Use UL 2085 d. Question: Detail A3/S-301 indicates platform for fuel tank is to be installed flush with elevated concrete cap. Will additional stairs and platform be required to access the top of the fuel tank? Answer: Yes, stairs and platforms are included in the drawings. e. Question: Can Standard UL1558 Switchgear be provided in lieu Arc Resistant Type 1B for the M-T-M switchgear lineup? Arc Resistant Switchgear is much more expensive and is not typically used at Low Voltage. Answer: Use Arc Resistant Type 1B 2. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED
