Sources Sought Electronic Navigational Charts (ENCs). Military Sealift Command (MSC) requires a worldwide portfolio of official Electronic Navigation Charts (ENC's) to be used on all MSC Government Owned Government Operated (GOGO) and Government Owned Contractor Operated (GOCO), and Long Term Charter Vessels. There are over 100 vessels. Exact amount will fluctuate based on construction and decommissioning of vessels. The required charts must be native IMO approved state charts, unaltered in anyway. The charts shall be from IC-ENC. The ENC shall be obtained from an approved Value Added Reseller (VAR). The government is considering an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed-Price (FFP), five year ordering period contract. Task orders will be issued as required. Billing is as mentioned below. Pricing will be locked in during the 5-year period. Escalation of rates from one 12-month period to another is allowed as long as they are determined to be fair and reasonable prior to award. THIS IS NOT A REQUEST FOR QUOTE The vendor shall provide ENCs with the following salient characteristics 1. ENCs and updates shall be provided quarterly by mail new base CD's. Base ENCs and all notice to mariners (NTM) shall be available for download (FTP or secure web page). Provide email notice to mariners weekly to each vessel. Multiple points of access to charts and NTM are required due to employee turnover and possible equipment failure. 2. All system updates and ENC's must be compatible with International Maritime Organization (IMO) approved Electronic Chart Display Information System (ECDIS) systems (i.e. Sperry, Raytheon, Furuno, Kelvin Hughes, OSI Marine, Transas, and others). 3. All ENC's shall be fully unlocked and available for use in both planning and sailing phases. The government will not provide position data. 4. The government requests 12-month access to all ENCs. Billing will be on a monthly basis at a firm fixed-price (FFP). 5. List of port departures and arrivals will be provided to the company on a quarterly basis for the purposes of determining applicable royalty charges to be paid by the company to the vendor (post sail). The FFP will include the royalty charge and is not subject to change. 6. Worldwide coverage shall be provided. 7. ENC's shall be Official charts in native IMO approved state. There shall be no altering of the data. For purposes of this sources sought, please provide a technical volume (not to exceed three pages) providing details concerning the origin of the ENCs, capability to meet the requirements, and business information (CAGE code, Business Size, POC information, etc.). MSC encourages vendors to submit questions regarding the requirement as well as any additional concerns with the information mentioned previously.
