The Army Contracting Command (ACC), Natick Contracting Division has a requirement PdM-SCIE to provide for the manufacturing and delivery under a 5-Year, firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) Type Contract for Modular Lightweight Load-carrying Equipment (MOLLE) Close Combat Rifleman Sets (CCRS), MOLLE Close Combat Automatic Weapon Sets (CCAWS) and spares in accordance with a government-owned Technical Data Package (TDP) including GL-PD-02-02 and applicable level 3 drawings. One CCRS is defined as: Modular Belt System - qty 1 Single Magazine Pouch – qty 3 Double Magazine Pouch – qty 2 Dump Pouch – qty 1 The MOLLE Close Combat Automatic Weapon Set (CCAWS) is defined as: Modular Belt System- qty 1 50-Round Magazine Pouch – qty 2 100-Round Magazine Pouch – qty 3 Dump Pouch – qty 1 For the MOLLE Close Combat Rifleman Set (CCRS), first production samples are due 30 days after contract/delivery order award: Four (4) sets defined as: Modular Belt system - qty 4 Single Magazine Pouch – qty 12 Double Magazine Pouch – qty 8 Dump Pouch – qty 4 First Deliveries for the CCRS are due 90 days after contract/delivery order award: 2200 sets defined as: Modular Belt System - qty 2200 Single Magazine Pouch – qty 6600 Double Magazine Pouch – qty 4400 Dump Pouch – qty 2200 For the MOLLE Close Combat Automatic Weapon Set (CCAWS), first production samples of the following items are due 30 days after contract award: Two (2) sets defined as: Modular Belt System – qty 2 50 Round Pouch – qty 4 100 Round Pouch – qty 6 Dump Pouch – qty 2 First Delivery for the CCAWS are due 90 days after contract/delivery order award: 200 sets defined as: Modular Belt System – qty 200 50 Round Pouch – qty 400 100 Round Pouch – qty 600 Dump Pouch – qty 200 All deliveries are FOB Destination. Destination: Peckham Industries (Lansing, MI) For part of the initial delivery order, the government intends to procure 1174 CCRS sets and 99 CCAWS sets which will be due 120 days after contract/delivery order award. For the CCRS, the government estimates a requirement for 111,528 sets over five years. For the CCAWS, the government estimates a requirement for 13,344 sets over five years. The government intends to issue a solicitation for the MOLLE Close Combat Set requirement by the end of next week and no later than 30 June 2023. Proposals will be due 30 days after the solicitation is issued. The CCRS and CCAWS are government-designs and will be acquired on a full and open competitive acquisition, with a Small Business Reserve, pursuant to Federal Acquisition Regulation (FAR) 16.504 utilizing Lowest Price, Technically Acceptable (LPTA) and FAR subpart 19.5 procedures to obtain best value for the government. The TDP will be provided with the solicitation. The government anticipates this solicitation will result in the award of up to two, five-year firm fixed price IDIQ contracts with a combined ceiling of $45,000,000.00.
