PRE-SOLICTATION SYNOPSIS Army Contracting Command - Rock Island (ACC-RI) intends to issue Request for Proposal (RFP) W519TC25RA016 for Saudi Arabian Ministry of the National Guard (MNG) Medical, Dental, & Vision Insurance. This requirement is projected to be a firm-fixed priced five (5) year Indefinite Delivery/Indefinite Quantity, Lowest Priced Technically Acceptable contract. The contract will consist of five (5) one-year ordering periods. The RFP will be solicited under NAICS 524114 - Direct Health Medical Insurance Carriers This contract will be for Medical, Dental, and Vision insurance for the Ministry of the Saudi Arabian National Guard (MNG) students attending training courses in the U.S. This includes all MNG students, spouses, sons and daughters (18 and under) and unmarried daughters (25 and under) if they are fully dependent on the employee. In addition, this policy includes the unmarried, divorced, widowed and unemployed daughters of the student whose livelihood depends on him. The contractor shall be Council of Cooperative Health Insurance (CCHI) and Saudi Arabian Monetary Agency (SAMA) certified in the Kingdom of Saudi Arabia to provide Life and Health Insurance Services. The response date is for archive purposes only and is NOT the date in which offers are due. The date offers are due will be issued with the RFP. Estimated RFP issue date is July 15th, 2025. This is an estimated date only and may be subject to change. All Contractors who provide goods/services to the Department of Defense (DoD) shall be registered in the System for Award Management (SAM) database prior to contract award resulting from this solicitation. This notice does not constitute a formal RFP, nor is the U.S. Government obligated to issue an RFP. MEDICAL, DENTAL, VISION INSURANCE SUMMARY This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This request does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor or any potential future solicitations/contracts. The Office of Program Management – Saudi Arabian National Guard (OPM-SANG) in support of the Saudi Arabian Ministry of National Guard (MNG) is seeking additional information from vendors of insurance products in the Kingdom of Saudi Arabia: The contractor shall be Council of Cooperative Health Insurance (CCHI) and Saudi Arabian Monetary Agency (SAMA) certified in the Kingdom of Saudi Arabia to provide Life and Health Insurance Services. The contractor shall provide medical, vision and dental insurance as described within the Performance Work Statement (PWS) to MNG Students and their accompanied dependents who are attending training courses in the United States. OPM-SANG and the Army Contracting Command-Rock Island (ACC-RI) are seeking vendors to provide feedback, questions, or concerns or information from interested contractors who could provide Medical, Dental, and Vision insurance in accordance with the PWS, attachment 0001.
