Repair requirement is considered an emergency since the damaged power substation is the main and only infrastructure for power distribution serving Fort Buchanan. Given an adverse fault issue condition, a Puerto Rican BOA snake climbed the substation tower and created a short circuit damaging the power substation main Gas Circuit Breaker (GCB) 3920, leaving the installation in its entirety without power after damaging major components of the mentioned breaker.
