Electrical Projects – Use of Progressive Design Build (PDB) with Other Transaction Authority (OTA) - Request for Information
The U.S. Air Force 377th Contracting Division is conducting an RFI for market intelligence only; no solicitation is currently available and participation is voluntary. The potential requirement covers construction and technical redesign for demolition of three substations and new construction of two upgraded substations, including new 12.47 kV distribution systems, at KAFB. The Government is evaluating a single award via Progressive Design-Build using an Other Transaction Agreement under 10 U.S.C. § 2808a. Scope summaries include repairing Substation 9 and feeders, removing Substation 23 and connecting loads to Substation 24A Feeder 5, and demolishing Substation 3 while rebuilding Substation 10 and its distribution system. Industry partners are asked to provide company profile, relevant experience, and feedback on the proposed OTA/PDB strategy and alternative delivery or risk-sharing approaches.
