The MDA mission is to develop and deploy a layered Missile Defense System (MDS) to defend the U.S., its deployed forces, allies, and friends from missile attacks in all phases of flight. In an effort to expand MDA’s reach into innovative solutions through research, development, and prototyping, MDA is considering the establishment of an Agency-wide OT Consortium specific to missile defense. MDA is reviewing courses of action on the best method to establish the OT Consortium and the selection and role of the Consortium Manager (CM). This RFI is an attempt to gather necessary information for the development of a Business Case Analysis to determine if an OT consortium is suitable for MDA’s needs. MDA envisions a CM OTA structured to assist MDA in managing the OT Consortium to carry out basic, applied and advanced research projects, prototype/production OTs under the authorities of 10 U.S.C. § 2371 and 10 U.S.C. § 2371b. The OT Agreements will provide MDA with the necessary flexibility to allow potential bidders and/or their subcontractors to utilize commercial/industrial best practices, improving opportunities to explore cutting-edge innovative capabilities within industry and research facilities that do not normally contract with the Federal Government.
