Purpose: The Missile Defense Agency (MDA) intends to issue a modification to HQ085121C0002 to Lockheed Martin, Rotary Mission Systems (LM RMS), 199 Borton Landing Road, Moorestown, New Jersey, 08057 under Statutory Authority 10 U.S.C. 3204(a)(1) as implemented under Federal Acquisition Regulation (FAR) 6.302-1(a)(2) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to support the following requirement: Design and development of Radar sensitivity improvements, improvement of Radar resource utilization within the AN/SPY-1 Radar, and conduct of a demonstration at a land-based test complex no later than 4QFY2025. The period of performance for this effort will be 1QFY2023 through 1QFY2026. Due to the fact that the Government does not currently possess design data to provide to interested parties, and no Government Furnished Equipment (GFE) or Government Furnished Information (GFI) can be provided in support of this notice, MDA believes that only LM RMS is capable of providing the required services; however, all responsible sources interested may provide their interest and capability to respond to this requirement. All sources eligible to provide this requirement must respond in writing. Respondents must provide clear and convincing evidence that articulates their capability to satisfy all the requirements as outlined above. A request for documentation will not be considered as an affirmative response. This notice is intended to meet the requirements of both FAR Part 5 and DFARS PGI 206.302-1. Description of the Requirement: The Company shall design and develop Radar sensitivity improvements and improved Radar resource utilization to expand battlespace and introduce new system capabilities within the AN/SPY-1 Radar. Offeror shall conduct a demonstration at a land-based test complex no later than 4QFY2025. No GFE/GFI will be provided in support of this notice. Offerors shall be able to meet and deliver the entire solution. Responses: Responses should address the ability to meet and procure the necessary material and provide technical engineering to define, develop, integrate, test, install, demonstrate performance, and remove prototype configurations that include necessary weapon system updates to perform against a directed threat set. Submission Instructions: No classified data shall be submitted. Provide a capability statement to design and develop Radar sensitivity improvements and improved Radar resource utilization to expand battlespace and introduce new system capabilities, and conduct a demonstration at a land-based test complex no later than 4QFY2025.
