This Special Notice/Sources Sought is for INFORMATION COLLECTION PURPOSES ONLY and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of participation in this industry informational event. OVERVIEW: This announcement constitutes a Request for Information (RFI) notice for planning purposes. The Installation neXt Mobility (IXM) Symposium will be held at Marine Corps Air Station Miramar, California, from 7 - 9 May 2019. IXM will focus on five technology areas: 1. Official and Personal Mobility Solutions 2. Electric vehicles 3. Mobility as a service (MAAS) 4. Autonomy 5. Air Mobility ABOUT INSTALLATION NEXT MOBILITY (IXM): Marine Corps installations are integral to the readiness and resiliency of our force, as well as the security of the Nation, but they are outdated and require modernization. Our next generation Marine Air Ground Task Force (MAGTF) requires next generation installations. The Installation neXt (IX) operating concept leverages the power of ideas to imagine and re-imagine what bases of the future can be. IX brings together stakeholders from across the Marine Corps requirements, acquisition, and technology development communities in a dynamic process to quickly evaluate technologies that 1) develops and sustains platforms 2) provides state-of-the-art military training venues 3) builds a strong community of Marines and mission partners. There are several approach vectors which IX utilizes to achieve the purpose of generating combat power: mobility, maintenance, command and control, community, resilience, operational reach, range and training areas and protection. As such, IX has hosted symposiums on a regular basis focused on each of the different approach vectors. IXM is different in that this three-day event will begin with an industry- oriented day where representatives from each of the technology focus area will be afforded the opportunity to present their industry, technologies and services relevant to IXM operational objectives. The Marine Corps invites select industry participants to IXM to demonstrate off-the-shelf technologies with the potential to address current Marine Corps installation mobility gaps. IXM is not a true tradeshow as the intent of this event is to provide key influencers within the Government exposure and clarity on relevant mobility technologies to enable informed participation during the design thinking portion of the symposium. IXM 2019 TECHNOLOGY FOCUS AREAS IXM 2019 will focus on five technology areas: 1. Official and Personal Mobility Solutions (NAICS 541614) The USMC faces a daunting challenge in official and personal mobility solutions. Currently, there are low utilization rates of official non-tactical vehicles on USMC installations which is further disadvantaged by poor physical and IT infrastructures. Emerging, new, and non-traditional technologies and services provide opportunities to optimize both official and personal transportation. The Marine Corps is interested in solutions that: • promote the rapid development of ride sharing services • enable evolving traffic management technologies • maximize efficiencies for official and personal purposes 2. Electric Vehicles (NAICS 336111) Small unit distributed operations require small, highly mobile, tactical vehicles that can travel for extended range without fuel resupply. Hybrid-electric and pure electric all-terrain vehicles offer significant fuel savings and have the potential to extend the operational reach of Marines on the move and can also provide a mobile power source supporting mobility and other installation operations. The Marine Corps is interested in vehicles that meet the following specifications: • Gross vehicle weight of 7,800 pounds or less (including 3 crew members, mission payload and shoring (if required)) • Internally transportable via MV-22 Osprey (length ? 200 inches (including tie-downs), width ? 60 inches, height ? 60.2 inches) • 300+ mile range on unimproved road without fuel re-supply • Compatible with military fuels (JP-8, JP-5, F-24, diesel) (*only applies to hybrid-electric vehicles) 3. Mobility as a Service (MAAS) (NAICS 485999) Vehicle ownership comes at high cost for military service members, their dependents, and military organizations. The growing national demand for ride hailing services, ride sharing services, and alternative transportation services such as shared bicycles and scooters, has prompted IX to examine service integration into Marine Corps installations. The Marine Corps is interested in solutions that: • Provide Marines, Servicemembers, Dependents and Base Personnel improved access to MAAS with innovative, integrated, and secure applications and technologies • Decrease the fossil fuel consumption rates • Decrease on-base traffic during periods of high volume 4. Autonomy (NAICS 541614) Autonomous technologies are playing an increasing role globally. Autonomous technologies make independent decisions within given operational parameters and represent the next evolutionary rung in mobility. The Marine Corps is interested in autonomous technologies that improve base traffic, decrease delivery times, and provide a potential solution to the "last mile" in a given commute to or from a Marine Corps Installation. The Marine Corps is interested in autonomous technologies that are: • Vetted IAW NIST 800-171 cyber security standards • Can be safely used in an installation community • Improve current or new mobility options, especially within the "last mile" of a given commute 5. Air Mobility (NAICS 336411) Mobile air platforms provide increased capability to deliver goods, services, and personnel. Unmanned air systems (UAS) have been around for decades. However, access to UAS for practical purposes outside of military operations have recently begun to gain traction globally and in the US market. This increase has presented unique opportunities and challenges for not only the Marine Corps, but also for other local, state, and federal regulatory organizations such as the FAA. IX and the Marine Corps are interested in exploring air mobility and partnering with industry to help inform the FAA (and other agencies) on how to shape policy and regulation. Further the Marine Corps is interested in UAS platforms that: • Are vertical takeoff and landing • Have a minimum 10lb payload capacity • Are capable of night operations • Are GPS and RF Communications enabled • Are 100% produced in the United States • Have compatible and vetted software capable compliant with NIST 800-171 and DoD Standards • Have Part 107 certified pilots for flight operations and testing SUBMISSION PROCESS AND DUE DATE: To respond to this RFI, please complete the attached IX Submission Form and send via e-mail to: brandon.newell@usmc.mil. The due date for responses to this RFI is 1700 EST on 22 April 2019. If your technology is of interest, the IX Team will contact you with an invitation to participate in IXM 2019 at Marine Corp Air Station Miramar, CA, from 7 - 9 May 2019. All companies will be notified of invitation/non-invitation decisions in late April. NOTE: This RFI is issued for the purpose of determining market capability of sources and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. No solicitation document exists at this time. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses may not include classified material. Responses to this notice will not be returned.
