The 6th Contracting Squadron will be soliciting a 100% small business set-aside for a Pool of 10 MacDill AFB Protective Coating (Painting) IDIQ. This Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is intended for paint/power washing projects that shall be awarded via individual task orders. Task orders will provide a vehicle to perform interior and exterior painting, protective coating services and sign fabrication for various facilities. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the work as described in the Statement of Work (SOW) of individual task orders. Locations of work will be at MacDill AFB and Avon Park Air Force Range, Avon Park, FL. The work will be accomplished for the 6 AMW, USCENTCOM, USSOCOM, JCSE and other tenants located at MacDill AFB, FL and Avon Park Air Force Range (ACC), Avon Park, FL. The cumulative Protective Coating (Painting) IDIQ value (combined value of all task orders from all awarded contracts) is not to exceed $5M over a five-year period. The value of individual task orders ranges from $2,000.00 to $1,000,000.00M, but typically they will not exceed $500,000.00. The period of performance is expected to be a five (5) year ordering period. Work to be performed under the Pool of 10 MacDill Painting IDIQ will be within the North American Industry Classification System (NAICS) codes as follows: 238320, Painting and Wall Covering Contractors. The small business size standard is $15 Million. The solicitation is expected to be issued on or around 1 May 2019. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample project's specifications and drawings, will be available in electronic format, for free, only on the Federal Business Opportunities Web Site at www.fbo.gov. POOL 10: Painting IDIQ- Requirements include, but are not limited to the furnishing of all labor, materials, equipment, transportation, fuel, supervision, and permits required for basewide painting requirements. Requirements include but are not limited to painting of walls, ceilings, concrete floors, exterior building surfaces and the installation and repair of wall coverings; tape, bed, and texture walls and pressure washing requirements. Contractor efforts may also include the development of design documentation from a statement of work and/or other preliminary requirements documents. Contractor designs shall include industry standard and Air Force and MacDill specific requirements including, but not limited to, drawings, specifications, design analysis that is representative of a 35%, 65%, 95%, and/or 100% design effort (as identified within each Task Order). PERFORMANCE LOCATION: MacDill AFB and Avon Park Air Force Range, Florida. DOLLAR VALUE: The estimated cumulative Painting IDIQ ceiling is $5M maximum. The value of individual TaskOrders are typically from $2K - $500K; however, there is a potential that Task Orders may be valued greater than this range. PERIOD OF PERFORMANCE (POP): The period of performance is expected to be one (1) twelve (12) month base contract period, with four (4) twelve (12) month option periods and a six (6) month extension of services period. Prime contractors, must be US-owned entities, who intend to submit a proposal for this solicitation.
