The Deputy Commandant for Programs and Resources (DC P&R) requires repeatable, verifiable, and defendable analytic support to assess the likely outcomes and impacts of changes to the Marine Corps’ end strength and total obligation authority (TOA) on 1) required financial and other resource allocations, and 2) key performance metrics relating to force readiness and effectiveness over a 5 year future time horizon. The DC P&R specifically requires proven systems dynamics modeling and simulation support to diagnose key dependencies between changes in end strength and changes to United States Marine Corps (USMC) facilities, training, equipment, recruiting, and retention assets and goals. The modeling and simulation results should highlight areas where changes to resource allocations can or should be made to maximize the effective use of available resources.
