Contract Award Date: N/A 15. Contractor: N/A 16. Description: United States Marine Corps Forces, Pacific (MARFORPAC) supports world-wide Operational and Concept Plans. The USMC must accomplish assigned missions in environments with significant resource and technology challenges, while balancing conventional combat power and accomplishing other non-traditional military missions. MARFORPAC provides: MARFOR and component level strategic operational planning; advocacy for current force structure changes; planning, integration, and use of Command and Control Systems, networks, and equipment; technical oversight and management of Marine Corps Command and Control Systems, networks, and equipment; distributed laydown in the INDO-PACIFIC Area of Operations; integration of new weapons systems and capabilities; joint, bi-lateral, and service unique military-to-military engagements; U. S. Navy and Marine Corps amphibious integration; logistic planning and sustainment activities; force protection for assigned, attached, and transiting forces; MARFOR and service component budget planning, programming, monitoring, and execution activities; assessment of USMC plans and activities in the INDOPACOM Area of Responsibility (AOR); and administrative and safety programs. The primary purpose of this RFP is to obtain contractor support to research, analyze, advise, and develop deliverables to advance operational and strategic planning and activities. This will be accomplished through the application of knowledge and resources in achieving the requiring activity's mission requirements. The scope of this contract includes various types of professional services to support MARFORPAC (primarily) at Camp H.M. Smith, HI. In addition to HQ MARFORPAC, work may also be performed in support of I Marine Expeditionary Force (I MEF), and III Marine Expeditionary Force (III MEF). The anticipated procurement is expected to be a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract type with firm-fixed-price task orders. Five-year ordering period. This is not a request for responses nor is this pre-solicitation notice to be construed as a commitment by the Government to issue a solicitation or award a contract. Draft Solicitation is included as an attachment. 17. Place of Contract Performance: To be determined at the task order level. Work will be performed primarily at Government Installations primarily in the Pacific Region (Hawaii, Camp Pendleton, CA, Okinawa, Japan, Blount Island Command, FL) and occasionally at the Contractor’s facility. Travel is anticipated to be required globally. 18. Set-Aside Status: Market research did not identify two or more small businesses capable of performing these services in their entirety. Therefore, this requirement will be competitively procured on an unrestricted basis. This will be a FAR Part 12, Acquisition of Commercial Items, procurement conducted using the procedures in FAR Part 15, Contracting by Negotiation. It will be competed on an unrestricted basis.
