Description: The Office of the Commandant of the Marine Corps (CMC) requires independent analyses and advisory support on Service-level issues, to include Title 10 responsibilities and Marine Corps roles and missions in support of Department-level guidance and tasking. The analysis shall include exploration and examination of the full-range of potential options and associated risks of the various strategic issues of interest to CMC and the Assistant Commandant of the Marine Corps (ACMC). CMC requires analytic modeling and data-driven, evidenced-based assessments in support of Secretary of Defense, Secretary of the Navy, Chairman of the Joint Chiefs of Staff, and Congressional tasks and inquiries affecting Program Objective Memorandum (POM), Total Force Structure, current and future requirements, future Fleet Architecture, and Congressional testimony. The CMC requires modeling, simulation and analysis (MS&A) of Marine Corps operations using an existing, proven modeling environment. Due to the nature of the support required, the Contractor shall leverage existing Naval MS&A and Navy-approved models capable of supporting quick-turn assessments. The requirement will be fulfilled through a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The performance period for this contract is anticipated to be a five year ordering period. 17. Place of Contract Performance: Performance will primarily take place at HQMC, Pentagon. Offsite support may be required at Contractor site. 18. Set-Aside Status: This will be a sole-source award to a Large Business. MCICOM intends to execute a sole source contract with Systems Planning and Analysis, Inc. (SPA) for mission-focused analytics support with broad-based operational and state of the art analytic tool expertise. SPA professionals are skilled in evaluating military problems, identifying the driving factors to these problems, devising innovative approaches, collecting data, developing necessary software tools and performing thorough and timely assessments. SPA is the only entity that can satisfy the requirements of this contract, at the level of quality required, based on the combination of its GCAM® tool for operational scenario modeling (to include existing Marine Corps operations applications), FORSAT for force structure analysis, KCAT for kill chain analysis, its cadre of experienced analysts, and its expert senior advisors. SPA is the only known company with the following set of capabilities, positioned to immediately provide this support. SPA has the capability to evaluate military issues, challenges, and policy guidance, develop operationally relevant scenarios for analysis, and develop analytic frameworks and tools. Their link to Navy Campaign Analysis and scenario-based military utility assessments (e.g., existing anti-ship missile models) is essential as the Marine Corps moves toward stronger linkages with the Navy and Naval Analysis, per the Commandant’s guidance. SPA possesses the tools and expertise to rapidly perform thorough and timely assessments by utilizing existing proprietary models that have been proven effective and have been employed by other Services, including the Navy. SPA employs a unique mix of proprietary tools (including its GCAM® tool for operational scenario modeling, FORSAT for force structure analysis, and KCAT for OSD-approved kill chain analysis) and experienced personnel, including military analysts, S&T researchers, operations research analysts and software engineers. These individuals are uniquely skilled in evaluating military challenges, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments. SPA brings in-depth understanding of Marine Corps planning, programming and budgeting derived from extensive support to the USMC PPBE Process. SPA also brings an in-depth understanding of Marine Corps executive level issues gained from its support to the CMC Planning Guidance, past Quadrennial Defense Reviews, participation in National Defense Strategy development, and Marine Corps Force Structure Risk Assessments. The ability to deliver unique analyses, knowledge, models and experience while leveraging existing Naval MS&A in a proven modeling environment is not known to be available from other companies.
