Solicitation Number: M68909-19-I-7626 Description: MANDRIL & CIVET Maintenance Renewal NAICS: 541990 (All Other Professional, Scientific, and Technical Services) Agency: Department of the Navy Office: United Sates Marine Corps, Marine Corps Tactical Systems Support Activity ( MCTSSA) Location: Camp Pendleton, CA Notice Type: Sources Sought - Request For Information (RFI) Synopsis: The Marine Corps Tactical Systems Support Activity (MCTSSA) provides technical and engineering support services to the Marine Corps Systems Command (MCSC). MCTSSA supports the mission of MCSC in acquisition and program sustainment by providing system level testing and interoperability testing for Air C2 systems exchanging data utilizing Tactical Data Link (TDL) message standards. MCTSSA's requirement is for the following software maintenance agreements and renewals. •· Message Analysis and Data Reduction for the Integration of Links (MANDRIL) MANDRIL software subscription/maintenance. MANDRIL software enables message data reduction and analysis and therefore test verification of receipt/processing for the system under test (SUT) which includes the broadest range of Standardization Agreements (STANAGS) and Military Standards Tactical Data Links (TADIL): Link 11 (TADIL A), Link 16 (TADIL J), Link 11B (TADIL B) and Variable Message Format (VMF) in support of testing United States Marine Corps (USMC) systems of Common Aviation Command and Control (CAC2S), TPS59 Radar, TPS63 Radar, Tactical Air Operations Module (TAOM), Tactical Air Command Center (TACC), Air Defense Communication Platform (ADCP), and Expeditionary Air Defense System (EADS). MANDRIL is an integrated suite of software which interprets and analyzes message data flows within Tactical Data Links. The suite is used as a key component in Interoperability and network analysis, system testing, and performance assessment. MANDRIL Software subscription/maintenance includes product enhancements, STANAG and Interface Control Definition (ICD) updates, all problem investigations and fault clearances, maintenance of the support website for a period of 1 year with one product update per year. QUANTITY: 5 •· Combined Interoperability Validation and Evaluation Tool (CIVET) Support Agreement Renewal: A data analysis tool that has the capability of near-real time Tactical Data Link 16 (TDL) message decode, validation, and evaluation analysis capability. It provides system level testing and interoperability testing for Air C2 systems exchanging data utilizing TDL message standards. To properly assess the performance and compliance to standards, the system under test/assessment is evaluated using message traffic which mimics the expected operational environment. It automatically detects, identifies, and summarizes inconsistencies between the messages transmitted by TDL platforms and the message standard on which each platform's implementation is based. The analysis summary is used to target and refine off-line analysis activities. The metric outputs are data log, text report, real-time human readable message data, and user alerts with an option for graphical analysis. MANDRIL Single Ink (Link 16), and MultiLink (Link 11, Link 22, Link 16, Variable Message Format) software subscription and license includes product enhancements, STANAG and ICD updates, all problem investigations and fault clearances, maintenance of the support website, and one product update per year. The results of the Government's market research will be used to determine whether qualified sources exist and whether commercial services are available to meet the requirement. This Sources Sought Notice and Request For Information (RFI) is issued solely for informational and planning purposes and does not constitute a Request For Quotation (RFQ) or a promise to issue an RFQ in the future. It is not a notice of solicitation issuance. Responses to this Sources Sought notice and RFI are not offers and do not commit the Government to a contract for any supply or service whatsoever. At this time, the Government is not seeking quotations and will not accept unsolicited quotations in response to this RFI. Submission of any information in response to this market research is purely voluntary and the Government assumes NO responsibility for any costs incurred in responding. Businesses that are small under the listed NAICS code, with the capabilities to deliver the requirements stated within, are encouraged to reply to this Sources Sought Notice and RFI. A decision to refrain from responding to this Sources Sought Notice and RFI will not preclude a party from participating in any future RFQ, if any is issued.
