Request for Information (RFI) Marine Corps Tactical Systems Support Activity (MCTSSA), General Information Document Type: Sources Sought Notice Solicitation Number: M68909-19-I-7624 Posted Date: 07 May 2019 Contracting Office Address Marine Corps Systems Command (MCSC) Marine Corps Tactical Systems Support Activity (MCTSSA), Cocklebur Road, Camp Pendleton, CA 92055-5171 1.0 SOURCES SOUGHT DESCRIPTION 1.1 The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), Composite Tracking Network is issuing Request For Information (RFI) as a means of conducting a market survey to determine potential sources having the certifiable skills and capabilities necessary to provide commercially available, non-developmental components to remove the Composite Tracking Network (CTN) Compact Solid State Antenna (CSSA) from the 100 feet tower at MCTSSA. MCSC? seeks solutions for the CTN CSSA removal that will include a site visit to be followed by a submittal of proposed solution to remove the CTN CSSA. The Government intends to conduct a site visit as a part of this Request for Information (RFI) on Monday 13 May 2019 from 0900 PT to 1100 PT. All participants are expected to notify Mr. Titus Jackson, at Titus.jackson@usmc.mil, before 1400 PT on 12 May 2019 with your intent to attend. In that email, please include your valid cell telephone number for contact purposes on the day of the site visit. All participants must also be at the Camp Pendleton Main Gate at 0800 PT on the day of the site visit. Vendors that do not have the required Department of Defense (DOD) Identification card are required to be escorted while on the Camp Pendleton installation. The site area visit will begin with a brief description of the requirement. A walk of the site area will begin immediately following the brief. While visiting the site area, participants will have the opportunity to ask questions related to the technical aspect of the requirement. No contractual questions will be entertained during the site visit. Interested vendors needing access to Camp Pendleton must arrive at the Main Gate on time. This RFI is issued for the sole purpose of soliciting market research from industry regarding the availability of related CTN CSSA. Furthermore, responses to this RFI are strictly voluntary and will be used solely for market research to determine associated recurring and non-recurring costs of those systems, sustainment requirements and the likely presence of competition. THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES ARE FOR MARKET RESEARCH PURPOSES ONLY. 2.0 BACKGROUND 2.1 Initially installed in 2016, the Marine Corps' CTN CSSA is air cooled, phased-array active aperture, and directional antenna. The CSSA also contains a single omni antenna located on the top of the radome. The omni antenna is used to receive initial time sync transmissions form other Cooperative Engagement Concept (CEC) /CTN systems. The CSSA has two Radio Frequency interfaces and one fiber optic interface to the AN/USG-4b Signal Data Processor- Sierra (SDP-S). The RF interfaces provide receive and transmit RF energy to and from the SDP-S. The fiber optic interface is used to send antenna control command to the CSSA from the SDP-S and to route antenna status inform information back to the SDP-S from the CSSA. When CTN is transmitting, the CSSA amplifies the RF signal provided by the Signal SDP-S, forms a narrow transmit beam, and directs the transmit energy through this beam to other CTN/CEC units. When the CTN is receiving information from other CTN/CEC units, the CSSA forms a marrow receive beam in the direction of the transmitting unit, amplifies the received signal, and routes the signal to the SDP-S. 2.2 Any proposed CTN CSSA removal shall include safety precaution of working with a lift and a crane at 100+ feet high in an outdoor environment to accommodate a weight of a CTN CSSA weighing in excess of 200 lbs. Respondents are encouraged to provide documentation to justify claims, specifically claims that imply additional safety. 3.0 REQUIREMENTS 3.1 The minimum requirements are identified below: a) perform work to remove a heavy piece of equipment in excess of 200 lbs. at 100+ feet high. b) appropriate training and certification for climbers. 3.2 MCSC will not pay or provide reimbursement for any costs incurred in the preparation or delivery of responses to this RFI. Sources capable of satisfying the above requirements should submit a response with capability statements and expressions of interest that provide the Government with sufficient information to determine actual capability. At a minimum, this information should include the following: 3.2.1 Firms should identify in their response whether your company is a small or large business under the NAICS Code 334511 (standard size is 1,250 employees). If small, you should also identify if your company is a Small Disadvantaged Business, 8(a), Women-owned Small Business, HUB-Zone Small Business, or Service Disabled Veteran-owned Small Business concern; 3.2.2 Your company's or organization's assertion of its existing and available capability to meet the requirements delineated in this RFI; 3.2.3 Business, contracts, and/or other points of contact information; 3.2.4 Rough Order of Magnitude for price/cost associated with performing; 3.2.5 A statement declaring whether the business or organization is a US or Foreign-Owned entity; and 3.2.6 Any additional information that may be useful to the successful removal of the CTN CSSA. 4.0 SUBMISSION INSTRUCTIONS 4.1 Those expressing interest shall adhere to a total submission limit of five pages, plus commercial marketing information or web links which may be used as amplifying information. 4.2 Please submit all written responses electronically not later than 20 May 2019 to Mr. Titus Jackson at Titus.jackson@usmc.mil and Mr. Dwon Parker at Dwon.parker@usmc.mil. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act, as amended (41 U.S.C. 423), and as implemented in the Federal Acquisition Regulation (FAR). THIS RFI IS FOR PLANNING PURPOSES ONLY AND NOT A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, OR AS A GOVERNMENT COMMITMENT TO PAY FOR THE INFORMATION RECEIVED.
