(6) Decommissioned Marine Hulls
This Sources Sought/RFI is for market research only to assess industry capability, commercial availability, and ROM costs for procuring, environmentally preparing, and delivering up to six decommissioned marine hulls for use as floating targets that will be intentionally sunk. The vessels must be 190–250 ft LOA, buoyant and structurally suitable for open-ocean tow, and already located in the Republic of the Philippines; the government does not intend to pay for importing or mobilizing foreign hulls. Required work is turnkey: hull acquisition plus mandatory environmental stripping/remediation of fuels, PCBs, heavy metals, asbestos, and floatable debris, followed by tow delivery to an open-ocean point within 50 nautical miles of Manila, Philippines. All deliveries must be completed on or before March 31, 2027, with staggered or single-batch deliveries considered. Interested vendors are asked to provide capability/inventory statements and itemized USD ROM pricing per hull for acquisition, remediation, pre-tow prep/rigging, tow delivery, Philippine port/clearance/pilotage fees, and totals.
