THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the United States Marine Corps (USMC) is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. A RFI of your company capabilities is requested. Please provide information regarding the following: tents for lease on various military installations on Guam for up to 1,700 individuals for approximately 30-45 days this summer. Request is made for contractor to provide information on ability to meet capabilities, quantities, and capacities of this request. A contractor need not be capable of meeting all elements in order to respond to this request for information. Below are the salient characteristics for this requirement: Tents (Billeting) The contractor shall set up tents nominally sized 30 meters x 8 meters to house at least 1,700 personnel. If tents are of different dimensions, vendors shall specify the size available and personnel capacity. The color of the tents shall be olive drab green, tan, white, or similar colors customarily used by military units. The contractor shall provide at least 40 cubic feet of space per person and two industrial strength environmental control units (ECUs) to ensure tents can stay evenly heated or cooled to a temperature between 18 and 25 degrees Celsius (C). The contractor shall provide enough electrical power with residual current device (RCD), circuit breakers to safely power the ECUs, overhead fluorescent lights for interior lighting and (20) 110v duplex outlets for personal use of electronic items without loss of power. Each tent will require exterior lighting near the entrance and sufficient interior lighting between every six bed spaces. The contractor shall ensure that each shelter is water proof and equipped with a liner to reduce light during daytime hours to allow for proper rest of personnel during daytime hours and to assist in maintaining temperature and ambient noise reduction. The contractor shall ensure that each tent opening has mesh netting to mitigate the ability for insects to enter the tents. The contractor shall provide a level floor covering (indoor/outdoor matting) in each of the living areas sufficient to cover the entire area and reduce dust and provide a barrier between the living area and the ground as well as prevent any water damage during inclement weather. Billeting tents shall conform to the Unified Facilities Criteria (UFC) 4-010-01, 19 August 2020, DOD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS WITH CHANGE 1. The contractor shall provide single sleeping cot or similar sleeping arrangements and shall fit the following criteria: frame and sleeping area 81 ¾ inches width, 39 ½ inches height, and 38 ½ inches depth. If cots are of different dimensions, vendors shall specify the size available and personnel capacity. Tents (Dining Facility) The contractor shall set up a Dining Facility tent to accommodate at least 800 personnel over a 2 hour period. Contractor shall provide tables, chairs, trash receptacles, and serving line equipment, enough industrial strength environmental control units (ECUs) to ensure tents can stay evenly heated or cooled The contractor shall provide enough electrical power with RCD circuit breakers to safely power the ECUs, overhead fluorescent lights and 110v outlets (US style voltage) every 20 meters without loss of power. The contractor shall ensure that each shelter is water proof and equipped with a liner to reduce light during daytime hours to assist in maintaining temperature and ambient noise reduction. The contractor shall ensure that each tent opening has mesh netting to mitigate the ability for insects to enter the tents. The contractor shall provide a level floor covering (indoor/outdoor matting) sufficient to cover the entire area and reduce dust and provide a barrier between the Dining Facility and the ground. Tents (Work space tents) The contractor shall set up tents nominally sized 30 meters x 8 meters and 10 meters x 8 meters as specified below. The contractor shall provide at least two industrial strength environmental control units (ECUs) per tent, to ensure tents can stay evenly heated or cooled to a temperature between 18 and 25 degrees Celsius(C). The contractor shall provide enough electrical power with RCD circuit breakers to safely power the ECUs, overhead fluorescent lights and 110v outlets every 10 meters for work use of electronic items without loss of power. Each tent will require exterior lighting near the entrance and sufficient lighting inside. The contractor shall ensure each shelter is water proof and equipped with a liner to reduce light during daytime hours to assist in maintaining temperature and ambient noise reduction. The contractor shall ensure that each tent opening has mesh netting to mitigate the ability for insects to enter the tents. The contractor shall provide a level floor covering (indoor/outdoor matting) in each of the working areas sufficient to cover the entire area and reduce dust and provide a barrier between the working area and the ground as well as prevent any water damage during inclement weather. Contractor shall provide tables, chairs, trash receptacles. THIS IS A RFI ONLY to identify sources that can provide items listed above. The information provided in the RFI is subject to change and is not binding on the Government. The USMC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
