Marine Forces Reserve (MARFORRES) requires contractor support to provide services for the lifting/loading/transportation/unloading of Catwalk Bridge in a safe and serviceable condition from 18 Ranger Station Drive, Glenwood NM 88039 to White Water Mesa Range Airport (Grid N38 21’41’’ W108 51’44’’) approximately two miles away on April 27, 2023. The draft Performance Work Statement (PWS) herein includes a four-day period of performance during which the contractor will execute MARFORRES’ Catwalk Bridge relocation requirements. As detailed within the PWS, the Contractor shall provide all labor, operators, transportation, HE, materials, permits, personnel and supervision necessary in order to execute the operation of HE and other required vehicles tasks. After transportation of Catwalk Bridge on April 27, 2023 the Contractor shall be available to perform static lifts of the bridge, using slings provided by HMH-772 to test the loading procedures for HMH-772 until April 30, 2023 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in accordance with FAR Clause 52.215-3; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Any information that the vendor considers proprietary should be clearly marked as such. The Government may issue a competitive soliciation for this requirement. In order to receive a contract award, the potential awardee must be registered with the System for Award (SAM) website - https://sam.gov – prior to award. INDUSTRY QUESTIONS and SUBMISSIONS: No phone calls will be accepted regarding this notice. Responses to this notice should include responses to each of the following to the maximum extent practicable (verbal responses will not be accepted): (1) Provide a primary point of contact for your organization to include phone number and e-mail address; (2) Provide vendor business size. The applicable NAICS code for this requirement is 238990. A small business is a firm not exceeding $19.0 million average annual receipts. Note: Responses to this notice will be used to determine the availability of small businesses in consideration of a small business set-aside. (2) Is your company able to provide the crane and transportation services as explained in the attached Performance Work Statement (PWS) for the specified dates; (3) Provide an estimated price – an estimated price is not a formal quote and will be used by the Government for budgetary and market research purposes, only; (4) If a formal solicitation is released, would your company be interested in a site survey of the pick up location?
