The Department of the Navy, USMC PAE MC intends to compete a 100% Small Business set-aside requirement for manufacture, testing, and delivery of Multi-Spectral Camouflage Overgarments under NAICS 313310/PSC 8415, using FAR Part 15 negotiated procedures for non-commercial supplies. Technical specifications, the SOW, and the Purchase Description contain CUI/CTI and will not be publicly posted; eligible offerors must request access from the Contract Specialist and provide company, CAGE, UEI, and POC information. To receive the restricted package, offerors must show active JCP certification (DD Form 2345), verify a NIST SP 800-171 self-assessment in SPRS, and execute a Government NDA. The Government will distribute the SOW/PD only via DoD SAFE encrypted links, and the resulting solicitation/contract will include DFARS 252.204-7012, 7019, and 7020 safeguarding and cyber incident reporting requirements. Prospective offerors may submit questions using the Government-provided template; individual responses will not be provided during pre-solicitation, but consolidated answers will be attached to the final RFP.
