This RFI provides additional information regarding the specifications. Please reference M67854-24-I-5102 Advanced Circuit Card Automated Tester (ACCAT) for the initial posting. REQUEST FOR INFORMATION (RFI) Program Manager Combat Support Systems M67854-24-I-5120 Sources Sought: All Businesses - Under North American Industry Classification System (NAICS) Code 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. Background Marine Corps Systems Command (MARCORSYSCOM), in support of the Program Manager Combat Support Systems (CSS), is seeking information from industry concerning the capability requirements change for the Circuit Card Assembly Test Station (CCATS). The requirement for a Miniature/Microminiature (2M) Automated Circuit Card Test System (ACCTS) evolved from a need to support Field Level electronic equipment maintenance to reduce maintenance and sustainment costs and improve readiness levels of supported weapon systems while maintaining Marine Corps organic capabilities. The current CCATS collects data by using manual probing methods to measure the electrical characteristics of electronic components using Analog Signature Analysis (ASA). Software and robotic technology advancements allow for improved standardized data collection, inspection, and testing. Automated methods of data collection (using electronic and optical techniques to measure electrical parameters using test equipment) will standardize data collection to a higher degree of accuracy and provide greater bandwidth capacity and speed. Description Data collection using robotics with Artificial Intelligence (AI) and Machine Learning (ML) capabilities simultaneously uses electronic, optical, analytics, and mechanical automated measuring techniques controlled by a computer to gather, digitize, analyze, and store data for comparative testing, display, and transfer. Robotic data collection reduces testing variations and dramatically increases speed and precision, increasing maintenance throughput capacity. This Request for Information (RFI) focuses on querying the industry for a Commercial Off-the-Shelf Automated Circuit Card Test System (ACCTS). The flying probe test system solution should have AI/ML capabilities. It should be a tool for electronic diagnostics which must be able to actively test digital and analog components directly (and from the edge connector) and must be compatible with currently fielded CCATS ASA based test systems operated by Marines. The ACCTS must be able to test digital and analog circuits and possess a Graphical User Interface (GUI). It must be compatible with the existing digital library of current diagnostic test routine data, and data storage method on DVD and Blu-ray media. The ACCTS must be able to perform Boundary Scans, Inter-Integrated-Circuit (I2C)/Serial Peripheral Interface (SPI) serial reprogramming and be fully Joint Test Action Group (JTAG) compatible. The ACCTS's robotic probes shall provide ASA utilizing very low-power electronic signals to unpowered Unit Under Test (UUT) circuitry to analyze discrete components to develop a predictable characteristic sine waveform. The ACCTS solution must be able to integrate into existing Marine Corps facilities, expeditionary shelters, and Navy LHA/LHD Class ship workspaces utilizing a method that will secure the ACCTS into the GEM shelters/shipboard work location. The fleet will incorporate the ACCTS into an existing maintenance configuration that will support testing current and future circuit card assemblies of various circuit cards and circuit cards within Line Replaceable Units, Shop Replaceable Units, weapon systems, radios, and power systems. The Automated Circuit Card Test System (ACCTS) must meet or exceed the performance requirements (provided below) and is expected to have an instrumentation capability controllable via Standard Commands for Programmable Instruments (SCPI) commands sent from a Windows 11 controller. Responses to this RFI shall have a comprehensive training program, including Train the Trainer, New Equipment Training (NET), Basic User Training, and Mobile training. Performance Requirements 1.1 Capture: The ACCTS shall capture the location of electronic components on a printed circuit board and measure/capture electronic signatures and values of components. 1.2 Compare: The ACCTS shall compare measured and captured electronic signatures against standardized known-good tolerance values of similar electronic modules and discrete components. 1.3 Digitize: The ACCTS shall digitize signatures and data of discrete components for reference in the test of similar CCAs and Electronic Modules. 1.4 Store: The ACCTS shall store electronic values and signatures of known good components; store test result data for each UUT for historical purposes; store pertinent electronic component packaging/form-factor data; and store component's manufacturer electrical values and part numbers for reference in the test of similar CCAs and Electronic Modules. 1.5 Measure and Test: The ACCTS shall perform Voltage-Current (V-I) testing, functional testing, and testing using Inductance-Resistance measurements induced from the following variable source settings and be able to energize circuitry for the purpose of functional testing in accordance with the following: 1.5.1 Frequency - 100+ frequencies: 5Hz to 12KHz in 1Hz steps. 1.5.2 Voltage - 100+ voltages: 200mV (0.2V) to 25V in 100mV (0.1V) steps (0.4V to 50V Pk to Pk). 1.5.3 Current -16+ resistances: 10O, 20O, 50O, 100O, 200O, 500O, 1kO, 2kO, 5kO, 10kO, 20kO, 50kO, 100kO, 54O (Resistances can be combined for over 6,000 different values). 1.5.4 Digitally Synthesized Waveforms - Sine, Square, Triangle, Saw-tooth. 1.5.5 Inductance testing - 1uH to 1000H. 1.5.6 Capacitance testing - 1pf to 1F. 1.5.7 Digital Multimeter (DMM), incorporating – 4-Terminal option Display Digits 5½ Maximum input voltage: 200V Maximum input current: 2A continuous (3A for 30 Seconds) Overload protection: DC Voltage range 200mV, 2V, 20V, 200V AC Voltage V range 200mV, 2V, 20V, 200V Current AC and DC Ranges 2A DC accuracy (% + 10 counts) ± 0.5% AC accuracy (% + 40 counts) Resistance ranges 20W, 200W, 2KW, 20KW, 2MW, 20MW Diode test Test current 10Ma Test ranges 2V and 5V Capacitance ranges 200nF, 2uF, 20uF, 200uF, 2,000uF, 20,000uF 1.5.8 UUT Power Supplies: 3.3V@10A, +5V@10A, -5V@3A, +12V@10A, -12V@3A 1.5.9 Ability to control UUT Power Supplies as part of Test Routine. Schematic is tied to the UUT Test Program and Board layout and accessible from each component. Schematic can be searched electronically for components and signal paths. 1.8 Transfer: The ACCTS shall be capable of transferring custom test routines from one Automated Circuit Card Test System (ACCTS) to another using DVD, Blu-ray, and wired Ethernet connection. The ACCTS shall be capable of transferring test reports in Microsoft Excel compatible and Adobe PDF compatible formats. The Ethernet option must be removable by end user as required by policy. 1.9 Store: The ACCTS shall be capable of storing saved electronic values and signatures as: 1.8.1 Diagnostics test routines on DVD or Blu-ray and transmission via Ethernet for distribution to other troubleshooting facilities upon verification. 1.10 Power: The ACCTS and its components shall operate on a nominal 120 VAC @ 60 Hz power source. 1.11 Operational Dimensions: The ACCTS shall be fully operational from the benchtop of the Internal Appointment Module (IAM), with external dimensions no larger than 27" X 45", that resides in the Communication Electronics Equipment Maintenance Complex (CEEMC) shelter. Desired UUT Test Size: 26.3” x 20.5” x 4”. Desired probing area: 20.5” x 17.4”. 1.12 Non-Energized and Energized Testing: The ACCTS shall be capable of testing non-energized and energized UUT. 1.13 Hardware: 1.13.1 Controller minimum requirements 1.13.1.1 Central Processing Unit (CPU): 2.9 Gigahertz (GHz) with six cores capable of six threads on a compatible 64-bit processor. 1.13.1.2 Graphics Processing Unit (GPU): Compatible with DirectX 12 or later with WDDM 2.0. Video Output: HDMI Base Clock: 1515 Megahertz (MHz) Boost Clock: 1710 MHz Memory Clock: 1750 MHz, 14 Gigabits per second (Gbps) effective Pixel Rate: 109.4 GPixel/s Texture Rate: 314.6 GTexel/s FP16 (half) performance: 20.14 TFLOPS (2:1) FP32 (float) performance: 10.07 TFLOPS FP64 (double) performance: 314.6 GFLOPS (1:32) Memory Size: 64 8 GB Memory Type: GDDR6 Screen Size: 17" 1.13.1.3 Random Access Memory: 64 GB DDR3 1866 MT/s; expandable to minimum of 128 GB. 1.13.1.4 Storage Drive: Capacity. The controller shall include a Solid State Drive (SSD) Hard Drive that is no less than 1 Terabyte (TB). Removable. The controller Hard Drive shall be removable from the controller using common tools available in standard-issue Marine Corps sets, chests, and kits. Hard Drive Interface. The controller Hard Drive interface (e.g., Serial Advanced Technology Attachment [SATA] III) shall support data transfer rates of at least 4.8 GB per second. The Hard Drive solution is NOT required to meet/use OPAL specifications, as full disk encryption will be a software-based solution provided by the Government. The vendor is NOT responsible for providing encryption software. 1.13.1.5 Trusted Platform Module: Contain a Trusted Platform Module (TPM) hardware chip, version 2.0 or higher, with associated Computer Root of Trust Measurement. 1.13.1.6 Display Adapter: Display Adapter - Full High Definition (1080P) display greater than 17" diagonally, 8 bits per color channel XGA daylight/outdoor-readable screen; Touch screen; shall support 1920x1080 resolution or better. 1.13.1.7 Communications Ports: Network port - Gigabit Ethernet network interface USB Ports - A minimum of four USB ports, two of which shall be a USB A type port 2.0 or above, and at least one USB C type port 3.0 or above. The controller shall have an internal High-Definition Multimedia Interface (HDMI) port and Serial Port True RS-232. 1.13.1.8 Smart Card Reader: Yes. 1.13.1.9 Wireless: The wireless adapter shall be 802.11ax compatible. 1.13.1.10 Audio: The controller shall have internal line-in, stereo headphone, and microphone connectors. A combined port for all three may be used. The controller shall be capable of accessing headphones/headset and speaker audio via a USB connection. Headphone Connector. The controller headphone connector shall accept a three-section 3.5 millimeter (mm) stereo phone plug consisting of a tip, ferrule, and barrel. Auto-Switch Output. The controller headphone connector shall be of the "break-to-make" type that automatically breaks the circuit to the internal speaker(s) and connects the stereo amplifier outputs to the external speakers (in headphones) when the headphone plug is inserted. Internal Speaker Audio Switch. The controller shall provide headphone connectors that switch the stereo output back to the internal speaker(s) when the external headphone plug is removed. Sound Projection. The controller internal speakers shall have sound pressure output of at least 80 decibels (dB) from 250 Hertz (Hz) to 5 Kilohertz (kHz) measured at 2 feet from the front of the display. 1.13.1.11 Input Devices: 82-key water resistant keyboard; Mouse Touchpad; Stylus Pen; Standard on-board camera with built-in lenses cover. The controller shall contain input devices (i.e., keyboard and mouse, touch screen and stylus, voice and/or any other new input devices) that allow interaction with the system and can be changed while the device is still powered on (hot swapped) as per changing objectives. 1.13.1.12 Power: AC Adapter 100-240V 50/60 Hz; the AC adapter shall be a part of the controller package or integrated into the controller. 1.13.1.13 NATO Adapter: Shall be used at an input of 12 V – 32 V, and the output must be compatible with the input rate of the controller. 1.13.1.14 Environmental Specifications: Comply with equipment ruggedization in accordance with DoD Environmental Engineering Considerations (MIL-STD-810H) tests for operational temperature, non-operational temperature, rain, humidity (operational), salt fog, dust/sand, vibration, and shock (drop). 1.13.1.15 Ruggedized: Preferred but not required. 1.13.1.16 Tablet Mode: Preferred but not required. 1.13.1.17 Software: The platform must be compatible with 32 and 64-bit applications, be Windows 11 Secure Boot compliant, and support Unified Extensible Firmware Interface (UEFI) boot mode. 1.13.1.18 Mean Time Between Failures (MTBF): Minimum to 500 hours before maintenance action is required. 1.13.1.19 Power On Self-Test Capability: The controller shall have a self-test capability to verify its operational status before use. Verification time should be no more than 1 minute under normal operations. 1.13.1.20 Warranty: Minimum 3 years warranty support for parts and labor; 24x7 Monday-Sunday phone support; Mail-In Service. 1.13.1.21 Customization Notes: None. 1.14 Electrostatic Discharge (ESD): 1.14.1 ESD Mat: The Automated Circuit Card Test System (ACCTS) shall include an ESD Mat, which shall be no larger than the IAM benchtop (27" X 45"). 1.14.2 Anti-static Wrist Strap: The Automated Circuit Card Test System (ACCTS) shall include an anti-static wrist strap. 1.14.3 ESD Monitor: The Automated Circuit Card Test System (ACCTS) shall include an ESD Monitor. The ESD Monitor shall be capable of ensuring proper grounding of the ESD Mat and anti-static wrist strap. 1.14.4 Uninterruptable Power Supply (UPS): The Automated Circuit Card Test System (ACCTS) shall include a minimum of 650VA/390W UPS system. 1.14.5 Universal Serial Bus (USB) Cable: The Automated Circuit Card Test System (ACCTS) shall include a USB cable that enables the transfer of information to and from an Automated Circuit Card Test System (ACCTS) laptop. 1.15 Ribbon Cables, Connectors, Leads, and Clips: 1.15.1 As required by the model and application, must be interchangeable and/or multi-use. 1.16 Mounting Kit: 1.16.1 The Automated Circuit Card Test System (ACCTS) shall have a mounting kit. While transported, this mounting kit will adequately secure the probing station to a GEM shelter to allow for transport without damage IAW (MIL-STD-810H) tests for operational temperature, non-operational temperature, rain, humidity (operational), salt fog, dust/sand, vibration, and shock (drop). (2) Section 2 of the white paper shall provide information on the Automated Circuit Card Test System (ACCTS) concept. The solution design must be capable of interfacing with a standard Windows 11-based industrial controller (IC). All necessary instrumentation software shall be capable of being installed on the IC. The ACCTS will have a pre-existing 110VAC 60Hz power source, which shall be utilized to the maximum extent possible. The power components shall be physically located inside the ACCTS if additional power requirements are necessary. Considerations for possible heat issues with the ACCTS and a potential heat dissipation solution shall be included in the response. The ACCTS must be able to be installed within a Marine Corps expeditionary shelter and inside a Navy LHA/LHD Class vessel workspace. It must be compatible with Standard Commands for Programing Instruments (SCPI) or Remote Command Interface (RCI) commands and be capable of meeting the performance requirements listed in this RFI for testing CCAs for radios, vehicle platforms, weapon systems, ECU, ACM, etc. Examples of the diagnostics test, capabilities, and functional tests this Automated Circuit Card Test System (ACCTS) solution must be capable of performing when incorporated into the existing test equipment configuration are as follows: In-Circuit Testing (ICT): Required. What capabilities does your equipment offer (if any)? Automated Optical Inspection (AOI): Required. Must have at least two 3D cameras with capabilities to compare photographs. Must work in conjunction with a Flying Probe and ICT. Flying Probe Testing: Required. Must work in conjunction with AOI. Functional Testing (FCT): Required. What capabilities does your equipment offer (if any)? Boundary Scans (JTAG): Required. What capabilities does your equipment offer (if any)? Tin Whiskers Testing: Desired. What capabilities does your equipment offer (if any)? Nodal Analysis: Desired. What capabilities does your equipment offer (if any)? Cluster Testing: Desired. What capabilities does your equipment offer (if any)? Back-driving testing: Desired. What capabilities does your equipment offer (if any)? Schematic generation: Desired. What capabilities does your equipment offer (if any)? Burn-In Test: Not required but desired for the purposes of this RFI. Automated X-Ray Inspection (AXI): Optional. The AXI is more of an inspection tool for Marine Technicians and is optional for this RFI. Section 2 of the white paper shall be limited to 20 pages. (3) Section 3 of the white paper shall provide an estimated purchase price for the Automated Circuit Card Test System (ACCTS) to include hardware, workstation software, CD manual, power cord, lube, test cables, probe kit, USB Cable, Tool kit, ESD Holder kit, USB Microscope, labor categories, labor hours, and any non-recurring engineering. This general estimate has no contractual binding and is meant for budgeting purposes for the Government. If the Government determines the solution is viable, an official request for proposal will be released later. Section 3 of the white paper shall be limited to 5 pages. It is requested that white papers include comments on the draft performance specifications included within this RFI. Draft performance specifications comments of the white paper shall be limited to 5 pages. Industry Discussions MARCORSYSCOM representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, especially any development and/or certification risks.
