This Sources Sought Notice is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this Sources Sought Notice or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of a contractor’s submission of a response to this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this Sources Sought Notice. No contract will be awarded because of this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Introduction The Amphibious Combat Vehicle (ACV) platform, to include the ACV Personnel Variant (ACV-P), ACV Command and Control Variant (ACV-C), and ACV-30mm Medium Caliber Cannon (ACV-30) Production Representative Test Vehicle (PRTV) are currently being produced by BAE Systems Land & Armaments LP (BAE), along with initial design of the ACV-Recovery (ACV-R) PRTV, under contract M67854-16-C-0006. The Government does not own the required rights to the ACV Technical Data Package (TDP); therefore, the ACV design TDP cannot be provided to industry. The Government will not provide vehicles as Government Furnished Equipment to industry for assessing its capability to fulfill this requirement. Program Manager, Advanced Amphibious Assault (PM AAA) desires all ACVs, regardless of variant, to maintain commonality as the ACV Family of Vehicles (FoV). PM AAA is planning for manufacturing and fielding the ACV-30 Mission Role Variant (MRV) for the ACV FoV. This effort will include manufacturing and fielding support for the ACV-30 Remote Turret. PM AAA is seeking to identify interested vendors capable of providing ACV-30 Turrets, associated special tooling, associated training, field service representatives for the turret integration, work instructions for turret integration compatible with the ACV-30 MRV, as well as subsequent fielding support. To meet the Marine Corps’ Approved Acquisition Objective, PM AAA requires manufacturing and fielding support for the associated production quantities of the ACV-30 Turret, which requires performance of the tasks identified in Section 2.0 below. 1.1 Purpose This Sources Sought Notice constitutes market research in accordance with FAR Part 10 and is not an RFP. The Marine Corps Systems Command (MCSC) is issuing this Sources Sought Notice, in support of Program Executive Officer Land Systems, to determine if more than one vendor is capable of performing the effort described within this notice. 1.2 Objective: MCSC will use Contractor responses to this Sources Sought Notice to assess the marketplace environment for businesses capable of providing the efforts described below. Requested Information: Contractors are requested to provide information, as follows, to fully demonstrate their abilities to meet the performance specifications listed in Appendix A: a product summary, complete technical characteristics of the turret, training on how to operate and maintain the turret, and proposed spare parts support. The following capabilities will be needed: Develop, manufacture, deliver, train, and provide fielding support for up to 175 ACV-30 Remote Turrets that performs within the performance and technical specifications included in Appendix A. Ensure turret integration maintains commonality with the existing ACV-30 Hull to the maximum extent possible. The drivetrain, powertrain, water propulsion, hull underbody, armor system, suspension system, steering system, braking system, driver’s station, and vehicle commander’s station are all expected to be common with the ACV-30 Hull Compatible with the ACV turret riser manufactured by BAE Quantities are up to 175 ACV-30 Possess an extensive background in the production and fielding support of ground tactical vehicle systems to include but not limited to: Production Operations Integration of Engineering Change Proposals Production Quality Management Fielding Support Provide ACV-30 Turret parts supply and logistics support services to: Procure spares Procure Support & Test Equipment Identify long lead items Manage receipts, shipment, and delivery Maintain and update Logistics Management Information, Logistics Product Data, Supportability Analysis, and Provisioning Provide Field Service Representatives to support Vehicle/Turret integration Provide work instruction packages to support Remote Turret integration and subsequent in-vehicle Line Replaceable Units installations for a whole system integrator Ability and timeframe to manufacture and deliver up to 175 ACV-30 Turrets for fielding and perform all other activities described above beginning in Third Quarter 2026 and ending no later than Second Quarter 2028. 3.0 Response: Contractors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements within the timeline described above are invited to respond to this Sources Sought Notice via a submission of an executive summary on 8-1/2 x 11 inch paper, no more than 15 pages in length, using 12-point font. All responses must include the following information: Contractor name, address, email, telephone number, point(s) of contact Commercial and Government Entity Code and Unique Entity ID Size of business pursuant to North American Industrial Classification System code 336992 White paper providing capabilities and relevant past performance Please be advised that any proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is specifically marked. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this Sources Sought Notice is proprietary. Please do not submit proposals at this time. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas. Availability of any formal solicitation, if any, will be announced separately. Acknowledgement of receipt will not be made. Submittals will not be returned to the sender. Respondents will not be notified of the results of the sources sought notice. It is the Contractor’s responsibility to check the System for Award Management (SAM) website at https://www.sam.gov/ to obtain additional data. The Government requests that all interested Contractors ensure that they are listed on the "Interested Vendors List" in SAM. As a rule, the Government will not send notifications directly to interested Contractors, and it is recommended that the interested Contractors periodically check this website for updates. This Sources Sought Notice does NOT constitute an RFP nor a promise to issue an RFP in the future. This Sources Sought Notice does not commit the United States Government (USG) to contract for any supply or service. Further, the USG is not seeking proposals at this time and will not accept unsolicited proposals. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this Sources Sought Notice. The information provided in the Sources Sought Notice is subject to change and is not binding on the USG.
