This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Other Transaction Agreement (OTA), or a promise to issue an RFP, RFQ, or OTA. Marine Corps Systems Command (MARCORSYSCOM)/Program Manager Training Systems (PM TRASYS) is not seeking proposals currently. Respondents are advised that the United States (U.S.) Government will not pay any costs incurred responding to this RFI. Any costs incurred responding to this RFI will be solely at the Respondent’s expense. Not responding to this RFI does not preclude participation in any future competition. All submissions become the property of the Federal Government and will not be returned. The Government may use information received by the closing date of this notice to, for example to determine sources that are available and capable of satisfying this requirement. Respondents are solely responsible for specifying any restrictions on the disclosure and use of data submitted with their response. Moreover, respondents must identify any data that must not be disclosed outside the Government and/or that must not be duplicated, used, or disclosed - in whole or in part – for any purpose other than for the purposes set forth herein. Furthermore, Respondent(s) are advised that the Government may engage, at its sole discretion, in additional tactical market research with any Respondent(s) after the Government’s receipt and review of the Respondent’s submission provided pursuant to this request, which may include, but is not limited to the following: requesting additional information from the Respondent, requesting that the Respondent provide additional demonstration of its capability, or requesting that the Respondent allow the Government to tour its production facility. The Government will not reimburse the Respondent for any costs that it incurs responding to any additional tactical research requests from the Government. Any costs incurred responding to additional tactical market research requests from the Government will be solely at the Respondent’s expense. RESPONDENTS SHALL NOT INCLUDE CLASSIFIED INFORMATION IN THEIR RESPONSE TO THIS RFI. Situation The Marine Corps mandate for training is simple: The nation must have units that are ready for combat. The Marine Corps philosophy is that to prepare for combat is to train well in peace so that it can fight well in war. Marines base their future success on the battlefield on this philosophy. All peacetime training must reflect battlefield requirements, and all combat training must prepare Marines to perform their tasks and meet operational standards during the complex, stressful, and lethal situations they will encounter on the battlefield. To train as you will fight is the fundamental principle upon which all Marine Corps training is based; therefore, successful combat units train as they intend to fight and fight as they were trained. Marine Corps operational training ranges are comprised of a sophisticated infrastructure spread across multiple geographic locations. Training requirements are determined by expected missions, and training and readiness programs focus on training to successfully accomplish Marine Air-Ground Task Force (MAGTF) missions across the range of military operations, including stability operations, contingency operations, and major theater war. The benefit of live-fire training against a realistic, reacting adversary is that it gives Marines a chance to apply their skills in a realistic operational environment. 1.1 Background Broad in nature, MARCORSYSCOM, PM TRASYS is seeking solutions that pertain to advancing the state of training in Live, Virtual and Constructive training continuum. LVC-Training Environment (TE) will serve as the cornerstone of how the Marine Corps builds combat readiness during this critical time of transformation. The goal of this announcement is to address the challenges associated with the state of training and associated after action review within a LVC environment. LVC-TE is expected to provide the means to conduct fully integrated training at all echelons, in all domains, connected across desperate locations (CONUS and OCONUS) with the primary object to increase combat readiness. The concepts, capabilities, and technologies discovered through this initiative may be applied across the Department of Defense to support training efforts. 1.2 Problem Statement The Marine Corps is seeking existing (or in advanced development) capabilities, technologies and/or concepts that advance the state-of-training across the LVC continuum/ Project Tripoli. The LVC-TE will train all echelons (Individual to MEF), in all domains (Land, Maritime, Air, Space, Cyberspace, and Human), and all warfighting functions (C2, Maneuver, Fires, Intelligence, Logistics, Force Protection, and Information). Project Tripoli seeks to provide Commanders the training tools needed to successfully meet the requirements of Force Design 2030. Project Tripoli is not a specific system akin to an aircraft or weapons platform. Rather, it is an effort to divest of outdated legacy training systems, modernize our remaining systems, introduce new technologies and connect those systems together across the live, virtual, and constructive training domains in ways that are not possible now. Our goal is to provide Commanders options to shape their training methods to meet their operational requirements and to provide those tools at the time and place of their choosing and therefore allow them to focus on training their units. Capabilities Included in Project Tripoli: The integrated training of Maritime C5ISRT with joint multi-domain fires and effects in a contested maritime environment. Provides a single point of coordination, training resources, contextual scenarios, and a common battlespace for globally distributed units to train as a MAGTF. Training a distributed network of C2 organizations to effectively control and deliver fires in a DDIL/A2AD environment to prosecute kill webs/chains in a decentralized manner. Providing a training environment that permits training of capabilities in a concealed manner from our adversaries. Provides a training environment that permits training of capabilities that would be cost prohibitive in terms of material readiness, ordnance expenditures, and personnel cost associated with live training. Capability that seamlessly blends the LVC into a single environment that closely represents the modern battlefield. Example Use Case: LVC/Tripoli concept will provide the execution of a Marine Littoral Regiment (MLR) Command Element OCONUS directing live and virtual (piloted from linked in simulators) F-18 located in Yuma, Ca; receiving targeted data for virtual enemy ships from a live Expeditionary Advance Base (EAB) on Catalina Island, CA; sending data using deployed targeting gear to an Expeditionary Strike Group (ESG) within the same operational picture. After which, step by step, after action review could be replayed, critiqued, and evaluated as part of the learning experience. The Marine Corps has fielded multiple stand-alone training systems that support varying levels of training. The Marine Corps has committed to using the suite of training applications within the Joint Live Virtual Constructive (JLVC) federation as the constructive component. We seek solutions supporting Live and Virtual training domains and integrating with the JLVC HLA / DIS federation. The Marine Corps is conducting market research pursuant to FAR Part 10. The Government may use the information obtained through this RFI to inform identify potential sources having an interest and industry available to meet the Marine Corps requirements for the Tripoli training concept or any other lawful purpose pertaining to the prospective acquisition of training capabilities.
