This RFI constitutes market research to help JIFCO formulate an acquisition plan / strategy to obtain contractor services to provide Program Support Officers for Services & JIFCO. The scope of the potential contract is to provide support of non-lethal weapon (NLW) technology development and Doctrine, Organization, Training, Material, Leadership, Personnel and Facilities (DOTMLPF) analysis. The levels of effort will be related to, Program Support, Combat Development (Requirements Generation), Science and Technology Investment (Subcomponent Material Development), Acquisition Program/Project Management (Material Development) and Studies and Analysis. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Other Transaction Agreement (OTA), or a promise to issue an RFP, RFQ, or OTA. Furthermore, those who respond to this RFI should not anticipate feedback other than acknowledgement of receipt, if requested by the submitter. This RFI does not commit the Government to contract for any internet supply or service. The Joint Intermediate Force Capabilities Office (JIFCO) is not seeking proposals at this time. Responders are advised that the United States (U.S.) Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future competition. If a solicitation or invitation is released, it will be via the Government Wide Point of Entry (GPE) at https://www.SAM.gov or SeaPort-NxG at https://govnxg.seaport.navy.mil/. It is the responsibility of the potential offerors to monitor the website(s) for any information that may pertain to this RFI. All submissions become the property of the Federal Government and shall not be returned.
