This solicitation is hereby amended to extend the deadline for proposal submission to 29 July 2021 at 11:00 AM ET. Although the Amendment No. is listed as 0004 on the Standard Form 30, this is due to an error in our contract writing system, and the number should in fact be 0002. This solicitation is hereby amended to address questions received. See attachments for details. The Expeditionary Medical Systems Team, Program Manager, Supply and Maintenance Systems (EMS, PM SMS) has life cycle management responsibility for all Marine Corps-owned medical equipment and supplies. The EMS team is responsible for procuring all of this equipment and is obligated to do so from a Government source, the Defense Logistics Agency (DLA) Medical Surgical PV Contract. When DLA is unable to provide those materials in a cost effective and timely manner, the EMS Team is authorized to go to independent commercial sources via Alternative Prime Vendor (APV) contracts. The scope of this effort is to provide the EMS Team, PM SMS, with an alternative means to procure the medical equipment and supplies contained within the Authorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL), and medical kits. On occasion, either due to the quantity of items being ordered or long lead times, no single manufacturer, medical/dental provider, or prime vendor is capable of providing all the equipment and supplies that comprise an AMAL, ADAL, or medical kit. Because of this, it becomes necessary to award multiple contracts to commercial APVs in order to ensure timely delivery. Shipments of ordered material shall be shipped to the Warehouse Service Support Provider, who then takes the AMAL, ADAL, and medical kit components; consolidates them; and ships them to the appropriate unit.

This pre-solicitation notice is being posted in advance of final Solicitation No. M67854-21-R-5110. The United States Marine Corps (USMC) has an ongoing requirement to provide healthcare services to all of its deployed members, as part of its commitment to meet operational requirements and for the general health and well-being of its forces. These services include preventive medical and dental care and critical medical care. To meet this requirement, the USMC provides its Medical and Dental Battalions and unit medical personnel with authorized medical and dental supplies and equipment necessary to treat patients in operational and field environments. The Program Manager, Supply and Maintenance Systems (PM SMS) has elected to contract for the procurement, supply chain management, and associated support activities through a multiple-award, alternate prime vendor contracting effort. Authorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL), and medical kits are highly specialized capability sets comprised of Class VIII material (Department of Defense classification for medical materiel, to include medical peculiar repair parts). The Expeditionary Medical Systems (EMS) Team, PM SMS, centrally manages and controls the configuration of AMALs, the ADAL, and medical kits for the Marine Corps. The USMC currently maintains 26 AMALs, one ADAL, and three medical kits. Each AMAL, ADAL, and medical kit contains a list of specific commercially available equipment; supplies; repair parts; tools; and Test, Measurement and Diagnostic Equipment to provide a specific medical capability. There is overlap in list contents among the various AMALs, ADAL, and medical kits (e.g., sterile bandages appear on multiple lists), and the list contents are subject to regular changes. Lists are routinely reviewed and updated every four years, and otherwise as required. The total number of unique items contained in the collective set of lists is approximately 6,500. The forthcoming solicitation will be issued as a 100% Service-Disabled Veteran-Owned Small Business set-aside and will include all instructions for offerors to follow when submitting proposals. The solicitation will be issued as a commercial procurement under Federal Acquisition Regulation (FAR) Part 12 and Part 15 guidelines. The North American Industry Classification System codes will be 339112: Surgical and Medical Instrument Manufacturing, 339113: Surgical Appliance and Supplies Manufacturing, and 339114, Dental Equipment and Supplies Manufacturing. This is a pre-solicitation notice only; no proposals are being requested at this time. Any questions pertaining to the solicitation will not be answered. Information contained in this notice is subject to change. Contract Type: The Government anticipates issuing multiple awards. A maximum of three awards are anticipated. We expect an Indefinite Delivery/Indefinite Quantity, Firm-Fixed-Price, commercial contract to the successful offerors determined to have the Lowest Price Technically Acceptable proposal submission, as described in FAR 15.101-2. Period of Performance: The Government anticipates a period of performance of a total of sixty months after the date of contract award, with one base year and four ordering periods of twelve months each.
