In accordance with Federal Acquisition Regulation (FAR) 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Marine Corps Systems Command intends to negotiate and award contract M67854-21-C-2061 with Raytheon Company, Raytheon Intelligence and Space, 7887 Bryan Dairy Road, Largo, FL 33777-1444, for specialized maintenance services for the KGV-310B Transmission Security (TRANSEC) module in support of the AN/TSC-154A Secure, Mobile, Anti-Jam, Reliable Tactical Terminal (SMART-T). The purpose of this contract is to procure repair services for the SMART-T KGV-310B TRANSEC module to include associated Cryptographic Recovery Keys (CRK). The Government intends to award a new Cost-Plus-Fixed-Fee contract. The proposed acquisition will be awarded to Raytheon pursuant to 10 USC 2304(c)(1), as implemented by the FAR 6.302-1(a)(2)(iii). Only Raytheon, the developer, and Original Equipment Manufacturer (OEM), owns the design rights and all intellectual property to the SMART-T. In addition, Raytheon owns the internal interface data and specialized tools needed to repair the KGV-310Bs. Any source other than Raytheon would require internal engineering knowledge of the SMART-T design and access to Raytheon’s proprietary information. This is not a new requirement. This work is currently being performed by Raytheon under contract number M67854-20-P-2046.
