A MCWBL will include one undershirt and one drawer. The MCWBL solicitation is an urestricted, full and open competition. Marine Corps Systems Command (MCSC), Program Manager, Infantry Combat Equipment (PM ICE), requires a Berry Amendment compliant MCWBL. The MCWBL must meet the specified performance requirements in accordance with the Statement of Work (SOW) (Attachment 001) as well as the MCWBL UNDERSHIRT TECH PACK 2021E and MCWBL DRAWERS TECH PACK 2021E, (Attachment 002 and Attachment 003, respectively). The Government anticipates awarding an Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm Fixed Price (FFP) contract to one Offeror capable of producing an anticipated maximum of 39,100 MCWBLs (39,100 undershirts and 39,100 drawers) over a five-year period of performance. Twenty-five MCWBLs (25 undershirts and 25 drawers) will be required within 30 days of contract award to support Pre-Production Validation (PPV). Upon successful completion of PPV, the Offeror will be required to produce and deliver a minimum of 3,000 MCWBLs (3,000 undershirts and 3,000 drawers) and a maximum of 6,000 MCWBLs (6,000 undershirts and 6,000 drawers) within 60 days after approval of PPV. The Offeror shall be able to maintain this production capacity and delivery capability throughout the period of performance. Three MCWBL Product Demonstration Models (PDMs) are required to be submitted with the proposal submission. The PDMs shall be provided in Coyote 498 color and include one sample in each of the following sizes: Small, Medium, and Large. A PDM consists of one undershirt and one drawer in the same size, for a total of six items. All items, materials, and components submitted shall be in full compliance with the Berry Amendment (10 U.S.C. 2533a). Offerors are required to provide detailed information certifying compliance. In order to be eligible for award, interested parties must be registered into the System for Award Management (SAM), http://www.sam.gov, for eligibility. Only one proposal may be submitted per Offeror. All required documents shall be submitted as separate files and adhere to the page and formatting restrictions identified.
