THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The program office within Program Executive Officer, Land Systems (PEO LS) Marine Corps for the Ground Based Air Defense (GBAD) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed price (FFP) and cost reimbursable contract on a sole-source basis to Raytheon Missiles and Defense (RMD), 1151 E. Hermans Road Mail Stop B250/1, Tucson, AZ 85756, for the Air-To-Air Launcher (ATAL) system, spares, training, and minimal associated engineering services for integration and test activities and for a Fixed-Wing/Rotary Wing (FW/RW) defeat capability in support of the PM GBAD Marine Air Defense Integrated System Increment 1 (MADIS Inc 1) program. This effort is expected to be awarded in early Fiscal Year 2021 with an approximate five-year ordering period. RMD is the original designer, developer, and producer of the ATAL. They have been the sole provider of the ATAL to the United States Army and multiple international customers through Foreign Military Sales (FMS) cases processed by the Army. RMD’s ATAL is a non-developmental solution that provides the combination of performance, design, and production readiness of the launcher that meets the GBAD requirements and cannot be obtained from any other source. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions shall become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 332994 – Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The Product Service Code (PSC) associated with this effort is 1055.
