This announcement (including attachments) constitutes the only solicitation; neither proposals requests nor a written solicitation is forthcoming. The procurement is 100% set aside for Small Business concerns and the associated North American Industrial Classification System (NAICS) code is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, and the applicable size standard is 1250. This combined synopsis/solicitation number M67854-20-R-1701 is a Request for Proposal, for a firm-fixed-price type contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2020-05. All responsible sources may submit one proposal in response to this solicitation. As a result of this solicitation, the government reserves the right to award a contract to the responsible vendor whose best value offer conforms to the solicitation without discussions. Offerors are advised that the questions and answers previously posted in responses to the Pre-Solicitation notice are available for review. Additional questions pertaining to the Solicitation M67854-20-R-1701 notice shall be submitted to the Contract Specialist at Eric.G.Daniels@usmc.mil with a copy to Steven.Fontenot1@usmc.mil prior to 1:00 PM EST on 29 April, 2020. Answers will be compiled and posted prior to the close of the solicitation. Offerors are advised that the information, requirements and answers to questions being asked in the Hearing Enhancement Device Solicitation M67854-20-R-1701 will be based on the updated information available during the Solicitation and will supersede any previous correspondence provided during the Request for Information (RFI) or pre-solicitation related to the Hearing Enhancement Device requirement. The RFI and Pre-Solicitation are separate and distinct efforts from the Hearing Enhancement Device Solicitation M67854-20-R-1701 and the responses provided to those efforts may no longer apply. Attachment 01, Statement of Work (SOW), sets forth the work efforts required to produce and deliver the required Hearing Enhancement Device. Attachment 02, Provisions and Clauses, lists those provisions and clauses that are applicable to this procurement. Attachment 03, Proposal Submission Form, pricing per each Contract Line Item Number provides a format for vendors to list the prices applicable to this procurement. Attachment 04, Combined Synopsis/Solicitation Notice It is the vendor's responsibility to monitor the beta.SAM.gov system for amendments issued in reference to this requirement. All Contractors who provide goods/services to the Department of Defense (DOD) must register in the SYSTEM FOR AWARD MANAGEMENT (SAM) to receive an award, FAR 52.204-7. Online Certifications and Representations are also required. Failure to comply with the SAM registration may deem a vendor ineligible for award.
